Bidders may bid for one or several contracts, as further defined in the Bidding Documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. - The Rural Energy Agency now invites sealed Bids from eligible Bidders for the construction and completion of Supply and Installation of LV Distribution Networks and Consumer Connections in Kigoma and Geita Region.
- Interested eligible Bidders may obtain further information from and inspect the Bidding

Fridays inclusive except on public holidays. - 4 A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable fee of TZS 200,000 or USD 90. Payment should either be by Cheque, payable to the Rural Energy Agency CRDB Bank Account No 01J1029697400 (TZS) or No 02/1029697400 (USD). Tenderer are responsible to collect bid documents either in personal or through Courier upon presentation of proof of payment.
- The provisions in the Instructions to Bidders and in the General Conditions of Contract are The
provisions of AFD’s Standard Bidding Documents: Procurement of Works. - Bids must be delivered to the above office on or before [1000 Hours) on [13th June, 2023] and
must be accompanied by Bid security as tabled below:
Tenderers bidding for more than one contract lot should provide tender security corresponding To
the contract lot which requires the higher amount.
- Bids will be opened in the presence of Bidders’ representatives who choose to attend at
immediately after bid submission deadline. - Pre-bid meeting to be held on 25% May, 2023 at 1000 Hours East African Time, at the Rural
Energy Agency, PSSSF House, 7th Floor, Makole Road, P.O. Box 2153, Dodoma, All bidders are
encouraged to attend the pre-bid meeting. - The Following firms are not eligible to bid for this tender:-
a. Firms contracted for execution of Turnkey Phase Ill Round project (AE/008/2016-17/ HQ/G/9, 10 & 11) but do not possess completion certificates for the whole project of the respective contracts. Partial completion certificates for the respective contracts will not be accepted.
b. Firms contracted for execution of Turnkey 11 project (AE/008/2012-13/HQ/G/21 and
AE/008/2013-14/HQ/G/15) but do not possess operational acceptance certificates for the respective contracts.
C. Firms contracted for execution of Turkey Ill Round Il with one or more than one lot must have a performance of at least 60% for each contract. Bidders will be required to submit performance letter from Project management consultant proving required project progress.
d. Firms which have signed contracts for 4 lots or more under Densification Programme IIB
(AE/008/2020-21/HQ/G/11), Electrification of Peri Urban IlI Areas (AE/008/2021-22/ HQ/W/32), Electrification of Water and Health Facilities to fight Infectious Diseases like Covid 19 (AE/008/2021-22/HQ/W/33) and Electrification of Small Scale Mining and Agricultural Areas (AE/008/2021-22/HQ/W/34).
e. Firms which have signed contracts for 2 lots under Densification Programme IIB (AE/008/2020- 21/HQ/G/11) in regions Arusha, Kagera, Katavi, Lindi, Njombe, Songwe and Morogoro.
f. A Firm which forms a joint venture with a member who does not meet the criteria set in item 9 (a,b,c, d, e &f) above; such Joint venture will not be eligible for this tender. - Late Tenders portion of Tenders, electronic Tenders, Tenders not received, Tenders not opened
at the Tender opening ceremony shall not be accepted for evaluation irrespective of the
circumstances.
