DESIGN, CONSTRUCT, FINANCE, MAINTAIN, OPERATE AND TRANSFER A FILLING STATION AT MSAMVU BUS STAND.
1. Introduction
The Municipality of Morogoro is served with reliable transportation
network which include TANZAM highway from Dar es Salaam to Tunduma on the border with Zambia and Dodoma highway which is important link to
Northern and Western regions of Tanzania as well as neighbouring
countries like Rwanda, Burundi and Uganda. Traffic along these highways
is dominated by on-transit vehicles, which usually stop in Morogoro
town. The central railway line from Dar es Salaam to Mwanza and Kigoma
crosses through the Municipality. Passengers travelling by Central
Railway line commonly prefer stopping in Morogoro and board busses to
Dar es Salaam. Msamvu bus stand is experiencing high volume of traffic
of passenger vehicles (with an average daily traffic of 2400 vehicles).
In this regard, the Morogoro Municipal council in joint venture with the
Local Authority Pension Fund (LAPF) seeks to develop Msamvu bus stand to a pleasing multipurpose bus stand facility providing bus stand services
including standard and executive hotels, shopping malls, ticketing
offices, restaurants, banking facilities, office buildings and on-transit mechanical services.
Msamvu bus stand project is one of the strategic projects that the
Morogoro Municipal Council in joint venture with Local Authority Pension
Fund (LAPF) under Msamvu Properties Co. Ltd seeks to implement in the
coming few years in order to provide an efficient infrastructure
underpinning the growth of various economic sectors.
The objectives of developing Msamvu bus stand are;-
- To upgrade Morogoro Municipality to an acceptable tourist attraction
as stop over to the rest of Tanzania - Providing income generating opportunities
- Creating employment opportunities, Tanzanian
2.Location
The Msamvu bus stand is at the junction of two highways, TANZAM and
Dodoma highways at the famous Msamvu round about on a 12 acre (4.5
hectares) piece of land with an area which will be used as a filling
station.
3. The Municipal Director, Morogoro Municipal Council on behalf of
Msamvu Properties Co. Ltd now invites sealed Expression of Interest
(EOI) from eligible, reputable local investors to indicate their
interest fora design, build, finance, maintain, operate and transfer
a Filling Station at Msamvu Bus Stand (BOT contract). The interested
eligible, reputable local investors must provide information
indicating that they are qualified to provide the services as follows:-
4. Demonstrate ability to mobilize resources and expertise to undertake
the project
5. Demonstrate relevant experience in undertaking projects of similar
nature
6. Demonstrate availability of appropriate skills to undertake the project.
7. Has legal capacity to enter into an agreement under Public Private
Partnership, (Build Operate and Transfer – BOT)
8. Legal status and profile of the firm.
9. Company’s authorized representative (name, address, telephone
number, fax number and email address)
10. Company structure.
11. In addition to what is requested for here above, Please provide a
registered power of attorney in favour of authorized representative.
12. Local investors will be selected in accordance with the Public
Procurement Act No. 7 of 2011, Public Procurement Regulation, 2013 –
GN 446 and its amendments of 2016.
13. Selection will be conducted through the Quality Cost Based Selection
(QCBS). Selection procedures specified in the Public Procurement
Regulations.
14. Interested eligible Local investors may obtain further information
from the office of the Municipal Tender Board Secretary, P. 0. Box
166 Morogoro from 8:00 am to 3:30 pm hours on Mondays to Fridays

“Expressions of Interest should clearly be marked “EXPRESSION OF
INTEREST NO. LGA/079/2018-2019/EOI/01 FOR NEW MSAMVU BUS STAND
FILLING STATION”. The deadline for submission of EOls is 12:00 hrs
local time onMonday 10th June, 2019. EOI will be opened promptly
thereafter in public and in the presence of Local Investors ’
representatives who choose to attend in the opening at the Morogoro
Municipal hall at 12:00 hrs local time on 10th June, 2019.”
Late Expressions of Interest shall not be accepted for evaluation
irrespective of the circumstances.
