The Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination project, or ACHIEVE, is a five-year global effort to reach and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. The project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) and implemented by a Pact-led consortium of top global HIV/AIDS partners, including Palladium, No Means No Worldwide, and WI-HER.

Objective of the Assignment

To conduct verification of procured education subsidies and sanitary kits to ensure quality and quantity as per Pact’s guidance and monitor the distribution of the kits to ensure they reach intended DREAMS girls aged 10-14 at their respective schools within the targeted councils. Table 1 summarizes the beneficiaries’ target, the number of schools per council, and the proposed number of days for verification and distribution exercised per council.

Scope of Work

The specific scope of work includes but is not limited to the following:

  1. Submit the final plan detailing the methodology for monitoring educational subsidies and sanitary kits, including the work plan, for approval by Pact. Please note that Pact has an established Standard Operating Procedure (SOP) for distribution, which shall be shared with the selected consultant(s) to ensure it is factored into their methodology and adhered to throughout the process.
  2. Develop an electronic system that will provide real-time updates/data on:
    • Daily inventory of kits taken in and out of the storage facility by the distribution team under consultant supervision.
    • Daily update on distribution progress.
  3. Meet with the respective LIPs to orient them on the monitoring process and distribution plan.
  4. Review the completeness and accuracy of the DREAMS girls list eligible to receive education subsidies and sanitary kits provided by Pact and compare it with the list of DREAMS girls in the printed distribution books to ensure only eligible dream girls receive the kits.
  5. Conduct an inventory verification at the LIP office with the LIP team selected for this assignment led by the Youth Interventions Officer to verify the quality and quantity of educational subsidies and sanitary kits brought by the vendors before distribution. This verification shall be observed by Pact staff. The consultant will be provided with a sample of kits by LIP for reference during verification.
  6. Monitor distribution of educational subsidies and sanitary kits to the DREAMS girls in the schools by strongly adhering to the DREAMS Standard Operation Procedures (SOP), and providing guidance on monitoring exercises. This monitoring of distribution shall be observed by Pact staff.
  7. Submit copies of Educational Subsidies and Sanitary Kits Receipt forms for each girl aligned with the Pact Monitoring and Evaluation list (ensure the names and IDs in these two lists match).
  8. Submit the final independent monitoring exercise report to the Technical Director, OVC, and DREAMS Service Delivery at the end of the exercise.

Eligibility

To be considered for the award, vendors must currently be legally operating in Tanzania, and the quotation must include all of the following information:

  • Ability to meet or exceed the requirements/technical specifications outlined in Section A;
  • Ability to deliver the items/services specified in Section A no later than the date(s) required.
  • Legally registered in Tanzania.

Submission Instructions

To apply, please submit the following.

  • Organization capacity statement or CV.
  • A proposal detailing your understanding of the ToR, methodology for monitoring exercise, and how you plan to execute the assignment.
  • A tentative work plan, timeframe, and proposed budget in Tanzania Shillings (TZS).
  • Current company profile.
  • Copies of the registration certificate and address of their registered office, valid business license, VAT, TIN certificates, and Tax clearance certificate
  • Current audited financial statement for the two consecutive years(current years)
  • Quote, valid for at least 60 days
  • Payment is 100% after delivery.
  • Evidence of similar assignments and at least two (2) names and addresses of the client served.

Note:

  1. Pact will open all bids on Friday, March 24, 2023, at 11.30 am in the presence of Bidder’s Representatives who choose to attend.
  2. Quotes must be in Tanzanian Shilling and must include taxes separately.
  3. Proposals submitted through emails will not be considered.
  4. Quotations received after that time or at a different address may not be accepted.
