Re: Feasibility Study for the Operation of Longline Fishing Vessells and
Fish Processing Plants in Tanzania Under Public-Private Partnership
- The Government of the United Republic of Tanzania has received financing from the
International Fund for Agricultural Development (FAD) and intends to apply a part of the
financing for the execution of the consulting services assignment described in paragraph 3 below. The use of any IFAD financing shall be subject to IFAD’s no-objection, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all sults, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with
Agriculture and Fisheries Development Programme (AFDP). - The Agriculture and Fisheries Development Programme (AFDP) seeks to achieve selfsufficiency in the sustainable production and supply of quality fish, fishery products and
agricultural commodities for domestic and export markets. The objective of this Request for
Proposal (RFP) is related to the fisheries sector of the AFDP. Specifically, this RFP is for
undertaking of a Feasibility Study for the Operation of Longline Fishing Vessells and Fish
Processing Plants in Tanzania Under Public-Private Partnership. Funds under the AFDP shall be
applied for financing of consulting services for the feasibility study. - The client now Invites proposals (proposals”) from consulting firms to provide the following
services (“services”): “Feasibility study for the Operation of Longline Flahing Vessel(a) and Flah
Processing Plants in Tanzania Under Public-Private Partnership”. More details on these services
are provided in the terms of 9. reference-Section VI. - Subject to restrictions noted in the RFP, consultants may associate with other consultants to
enhance their capacity to successfully carry out the assignment. - A consultant will be selected using Quality and Cost Based Selection (QCBS) evaluation
procedure in accordance with the IFAD Procurement Handbook dated September 2021, which is available at www.ifad.org/project-procurement . The selection process, as described, may include a reference check, prior to 12. contract award. - The RFP Includes the following sections:

Section IX Revised IFAD Policy on Preventing Fraud and Corruption in its Activities and
Operations - A pre-proposal conference will be held as described in the proposal data sheet (PDS), Section III
of this RFP. - Proposals must be submitted through Tanzania national electronic procurement System
(TANEPS) accessed at www.taneps.go.tz and in the manner specified in the PDS ITC 20.3, 20.5
and 20.7, no later than 14:00 Hrs. (local time) of 17th March, 2023. - Late proposals will not be accepted under any circumstances.
- Electronic proposals shall only be accepted. Proposals must be submitted through Tanzania
national electronic procurement System (TANEPS) accessed at www.taneps.go.tz , Hardcopy
proposal document submission is not acceptable. - The request for proposals will be advertised in newspapers in Tanzania, UNDE and Tanzania National Procurement System (TANEPS) accessible through www.tanepe.go.tz.
- Consultants are required to register on TANEPS and pay tender participation fee as Indicated
on TANEPS to be able to participate in this selection process
