WeWorld is looking for one (1) Logistics & procurement officer for the EU co-funded project “KIJANI PEMBA – Strengthening Urban Eco-Resilience in Chake Chake and Mkoani”.

The Logistic&procurement officer who will based in Chake Chake.

Contract Information:

Position/Contract type: Full time – National Employment Contract

Contract Duration: 12 months (including 3 months as probation period), with possibility of extension.

Organisation Description

WeWorld is an Italian independent non-governmental organisation working in Development Cooperation and Humanitarian Aid projects in 29 countries worldwide, including Italy. The NGO carries out 128 projects reaching over 2.4 million direct beneficiaries and 12.3 million indirect beneficiaries. Children, women and youth, actors of change in every community, are the protagonists of WeWorld projects and campaigns in the following fields of intervention: gender equality, prevention and contrast of violence against women and children, migrations, humanitarian aid (prevention, aid and reconstruction), food security, water and sanitation, health, education and learning, socio-economic development, environmental protection, global citizenship education and international volunteering.

Project Summary

The objetive is to improve the individual and

families’ living conditions in the main urban areas of Pemba Island and in particular in the settlements through i) Increased accessibility and connectivity in difficult areas; ii) increased access to clean water, hygiene and sanitation, iii) provision or upgrading public and social facilities; iv) enhancing solid waste management system; v) strengthening sustainable integrated urban planning and development with an emphasis to gender related issues through capacity building for CSOs and Local Authorities (LA) staff. The result of project is a more coherent and sustainable urban planning through an enhanced dialogue between LAs, CSOs and communities. Furthermore, by adopting environmentally sensitive waste management services and green small local businesses, the Action is also consistent with the selection of green and nature-based solutions. The initiative will be implemented in Pemba South Island.

Key Objectives of the Position

The logistics & procurement officer will be directly responsible for coordinating and ensuring smooth implementation and adherence to logistics and procurement as per We World and donor procedures.

S/he will ensure logistics support to the project manager and program staff. Direct manage quick procurements and coordinate procurement functions with vendors and contractors, identify potential, credible and competent vendors to deal with. Generates and remains up to date on a list of preferred suppliers, To Support the team in the preparation of tender dossier, collection of offers, the evaluation of bids and contract drafting. Ensure the Project procurements are always completed according to We donor and We World procedures, and within the minimum timeframes. Keep records and maintain contacts with suppliers and conduct price comparisons in order to get the best value for money.

Key Responsibilities

Under the supervision of Logistician & Security officer and Project Manager, the Logistics &procurement officer is responsible for coordinating, and ensuring smooth implementation and adherence to logistics and procurement procedures. The Logistics &procurement officer will ensure logistics support to the Pemba Offices. Areas of focus will include the following:

Logistics support

  • Support the setting up, the running and the closing of the Pemba Office as required by the implementation of the projects in all the logistics components (rental contracts, procurements etc.),
  • Ensure that maintenance of the office, as needed, is carried out in a timely and at the right costs.
  • Update, on a regular basis, the asset inventory.
  • Ensures the proper use and maintenance of We World/Consortium equipment and assets.
  • Conduct Field missions to the target regions/districts according to the needs and as per Project Manager/Country Representative’s instructions.
  • Arrange, coordinate and follow-up any delivery to the Pemba Office.
  • Coordinate and monitor the logistics of the project partners in coordination with the Project Manager and Consortium Project Manager (use of the vehicles, training arrangements, etc.).
  • Carry out any other logistics duty according to the needs.

Fleet management

  • Coordinate and supervise vehicle(s)’assignment on daily basis and the weekly car plan.
  • Ensure that drivers comply with the Driving and Vehicle Management Policy of We World Tanzania and that they are properly supervised.
  • Supervise vehicles’ maintenance/repair, the quality of the repairs at the proper costs.
  • Manage and monitoring Total Fuel Cards system and fuel receipts.
  • Ensure that vehicles’ logbooks are regularly filled by the drivers, collect them and verify them on monthly basis.
  • Report the records pertaining to vehicle running costs and maintenance on a monthly basis.
  • Follow-up insurances’ expiring/renewal and accomplish punctual communication with the insurance police Provider.
  • Monitoring the availability of safety tools and equipment in all the cars (fire extinguisher, first aid kit, triangle etc.).
  • Provide training to staff on the Driving and Vehicle Management Policy of We World Tanzania.
  • Verify good maintenance of vehicles and availability of required items/documentation on board.

Procurement

  • Prepare requests of quotation and purchase/supply orders in compliance with the organization’s and donor procurement procedures.
  • Maintain communication with suppliers and the service providers.
  • Support the distribution of materials to beneficiaries.

Security

  • Support monitoring of the security conditions in the target regions.
  • Report the security situation to the Project Manager and the Country Representative.
  • Support the Country Representative in updating the internal Security Plan and development of security procedures relevant to the context.
  • Ensure that security rules are strictly followed by the staff.
  • Ensure security on the Regional Offices, including staff, premises, We World materials and assets and that security equipment are in place (e.g. fire extinguisher).
  • Ensure that guards are properly briefed, equipped and supervised.
  • Support the Country Representative in developing a network of contacts for security (UNDSS, UNHCR, security officers of other INGOs).

As job descriptions cannot be exhaustive, the logistics &procurement officer may be required to undertake other duties that are broadly in line with the above key responsibilities.

Qualifications, Skills and Experience

  • Bachelor in a relevant discipline e.g., related to logistic science, finance science, etc.
  • Excellent communication (writing and oral) skills and reporting skills in English
  • Skills on vehicle maintenance, including motorbikes
  • Car and motorbike driving licence; heavy duty vehicles licence will be considered a plus
  • Computer skills, in particular MS Office (excel in particular), web and social media skills
  • Proven leadership skills and excellent social/networking skills, ability to engage with government, private sector and civil society.
  • Proven organizational skills and ability to manage effectively multiple tasks.
  • Monitoring and evaluation skills
  • Demonstrates integrity concerning NGO values and ethical standards.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Professional Experience: at least 3 years of experience working in a similar position with local/international organizations, government, or relevant organizations in development projects.
