Chief Finance Officer

Tanzania Mortgage Refinance Co. Ltd (TMRC) is a private sector company that was incorporated in January 2010 to implement the Housing Finance Project (HFP) whose objective was to develop further the mortgage market in Tanzania. Currently, TMRC has 19 shareholders with paid-up capital amounting to TZS 27.5 billion. Shareholding is open to banks and non-bank institutions which have an interest in the housing development sector. TMRC is a secondary market lender providing liquidity to Primary Mortgage Lenders (PML) through the extension of long-term loans to PMLs.

TMRC is licensed and regulated by the Bank of Tanzania (BOT) as a non-deposit-taking financial institution and the Capital Markets and Securities Authority (CMSA) as a corporate bond issuer. For more information, visit www.tmrc.co.tz

TMRC hereby invites applications from suitably qualified and experience Tanzanian to fill the position of Chief Finance Officer (CFO) to lead our dynamic Directorate of Finance, supporting the CEO and business at large. This is a “C” suite role reporting directly to the CEO.

Key areas of responsibilities include:

  • Responsible for finance, controls and including financial risk management.
  • Treasury management including cash and liquidity monitoring and control.
  • Financial funding and investment strategics – Mobilisation of Funds, shareholders, and corporate bonds.
  • Financial reporting to meet statutory and regulatory requirements.
  • Coordinate preparation, monitor implementation of Strategic Plan, and update quarterly to avoid penalties and any adverse impact.
  • Monitor the performance of the national and Global finance market.
  • Development and maintenance of internal financial control policies.
  • Budget preparation, implementation, and control.
  • Ensure Investment income forecasting, collection, and follow-up.
  • Ensure Payroll administration. a Ensure Liquidity Planning and control.
  • Performs other or related duties as assigned by the CEO and the Board.

Required minimum skills, experience, and competency:

Strategic planning skills \ Excellent knowledge of banking, financial management, and capital market standards and regulatory requirements \ Risk Management skills \ Treasury risk management skills \ Strong business acumen ship \ Leadership skills \ Decision-making skills \ Communications skills \ Excellent working knowledge of financial technologies.

Required minimum qualifications:

  •  A holder of master’s degree in finance, management, accounting, or related fields.
  •  A Certified Public Accountant [CPA (T)] or equivalent certification and registered by NBAA as an Associate /Fellow Member with good standing.
  • Working experience of not less than 7 to 10 years in financial operations, 5 of which must be in Senior Executive level preferably in banking and financial sector.
  •  Must be of good moral character and ethical background personally and professionally.
