POSITION: Country Representative Assistant & Monitoring, Evaluation, Accountability and Learning Manager (MEAL Manager)

WeWorld is looking for one (1) Country Representative Assistant & Monitoring, Evaluation, Accountability and Learning Manager (MEAL Manager) in Dar es Salaam.

Duty station: The Country Representative Assistant & MEAL Manager who will based in Dar es Salaam (with travel to the projects areas).

Position reports to: Country Representative

Contract Information:

Position/Contract type: Full time – National Employment Contract

Contract Duration: 12 months (including 3 months as probation period), with possibility of extension

Starting date: February 2024

Proposed gross salary: 3,200,000 TZS (based on professional experience)

Organisation Description

WeWorld is an Italian independent non-governmental organisation working in Development Cooperation and Humanitarian Aid projects in 29 countries worldwide, including Italy. The NGO carries out 128 projects reaching over 2.4 million direct beneficiaries and 12.3 million indirect beneficiaries. Children, women and youth, actors of change in every community, are the protagonists of WeWorld projects and campaigns in the following fields of intervention: gender equality, prevention and contrast of violence against women and children, migrations, humanitarian aid (prevention, aid and reconstruction), food security, water and sanitation, health, education and learning, socio-economic development, environmental protection, global citizenship education and international volunteering.

Project Summary

In Tanzania, WeWorld has been implementing since 2010 programs in Kigoma, Tanga, Mbeya, Njombe, Mtwara, Zanzibar and Dar es Salaam regions. In particular, the school-centered programs focused in 34 primary schools of Dar es Salaam and Njombe regions. The projects have been almost reaching more than 630.000 direct beneficiaries, mainly children, adolescents, parents, school personnel and Local Authorities (LA). WeWorld applies in Tanzania a multisector and community-based approach to ensure an integrated and coordinated response. We aim at improving the lives of vulnerable populations, by supporting them in the fight against poverty and inequality together with promoting a culture of mutual support, social engagement, and respect for human rights for a sustainable development. The main sectors of intervention are: climate change, education & child protection, WASH & urban regeneration and Youth & Peace

Key Objectives of the Position

Under the supervision of the Country Representative, the Country Assistant/ MEAL Manager will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the projects maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The Country Assistant/ MEAL Manager contributes to overall programs quality through the creation and implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld`s projects; assisting the Project Managers in preparing termly reports on project progress; support the Country Representative to implement the country strategy.

The Country Assistant/ MEAL Manager will be based in Dar es Salaam and will be required frequent travels to WeWorld’s Areas of Intervention on regular basis.

Key Responsibilities

Under the supervision of the Country Representative, the Country Assistant/ MEAL Manager acts as project focal point for WeWorld’s activities and ensure excellence in implementation of the projects activities in terms of impact, reporting, and timeliness.  Areas of focus will include the following:

Planning, implementation, monitoring (Projects Activities)

  • Support in the creation of a MEAL system at national level.
  • Support the Programme Managers and Activities Coordinators in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
  • Monitor all project activities and progress towards achieving the project output, outcomes, and impact, conducting regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.)
  • Develop monitoring and impact indicator for the project success.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E.
  • Develop M&E system for the Project and for the partners.
  • Prepare and maintain database ensuring accuracy, confidentiality, and security of qualitative and quantitative data.

Coordination/Networking/Representation

  • Attend the meetings with the project team (i.e. internal weekly meeting and monthly meetings with the partner’s team).
  • Organize and conduct training on M&E for project and mission staff.
  • Participate in coordination groups, if requested by the Country Representative.
  • Supports the country representative in the production of strategic documents
  • Supports the country representative in relations with donors

Documentation and Reporting

  • Report monthly
  • Support the Projects Managers in updating and maintaining the databases of the project.
  • Assist the Project Managers in preparing other relevant reports, including the ones on the findings and lessons learned from project innovations.
  • Support the Projects Managers in ensuring that scan copies of the project documents are available and properly organized in the digital archive.
  • Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to WW’s and donors’ requirements.
  • Provide feedback to the Project Manager on project strategies and activities, drafting reports on a regular basis to inform the coordination on the activities conducted as well as to capitalize on the data collection activities performed.

Accountability and learning

  • Assume responsibility for the implementation of and compliance with WeWorld’s Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
  • Assume responsibility for the implementation of and compliance with WW`s policies (PSEAH, Child Safeguarding, Code of Conducts and Ethics).
  • Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld departments.
  • Analyse and discuss findings based on regular monitoring data.
  • Identify and conduct MEAL-related capacity building activities for all WeWorld’s program staff.
  • Supervise, train, and monitor the daily workers who are contracted periodically for data collection.
  • Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions.
  • In collaboration with the Project Manager, facilitate learning events and disseminate lessons learnt.

As job descriptions cannot be exhaustive, the Country Assistant/ MEAL Manager may be required to undertake other duties that are broadly in line with the above key responsibilities.

Qualifications, Skills and Experience

  • Bachelor in a relevant discipline e.g. related to social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
  • Excellent communication (writing and oral) skills and reporting skills in English
  • High proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123 is mandatory.
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in developing data collection tools and methodologies is preferred.
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
  • Familiarity with IM systems and analysis software (PowerBI, R, Python, Stata etc.) or with any coding language is a plus.
  • Computer skills, in particular MS Office, web and social media skills
  • Proven leadership skills and excellent social/networking skills, ability to engage with government, private sector and civil society
  • Proven organizational skills and ability to manage effectively multiple tasks
  • Demonstrates integrity concerning NGO values and ethical standards
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Professional Experience: at least 3 years of experience working in a similar position with local/international organizations including minimum 1 year within M&E/MEAL department. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with Monitoring and Evaluation activities.

  • Previous experience in education and child protection projects and community engagement approach.
