The Opportunity 

Abt Global is currently seeking a qualified Finance and Administration Director for the anticipated USAID Tanzania Public Sector Systems Strengthening Plus (PS3+) program. The program supports USAID’s strategy to strengthen Tanzania’s health system at regional, local, and facility levels to promote the delivery of quality services.

Under the supervision of the Chief of Party, the Finance and Administration Director will be responsible for the primary oversight and in-country leadership of all financial reporting, human resources and administrative operations through the life of the program. In particular, you will oversee financial, administrative and operational elements of the program, ensure the financial health of the program, and the correct usage of funds.

This position will be full-time, based in Dar es Salaam, Tanzania, and is contingent upon award.

Core Responsibilities

  • Develop and implement a results-oriented program strategy in collaboration with the PS3+ team, USAID/Tanzania, and local partners.
  • Develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff.
  • Ensure that the project operations are in compliance with all USAID and Abt policies and procedures.
  • Support the startup, general operations, and closedown of the program in Tanzania.
  • Manage the financial operations and financial reporting of the country program, providing guidance and technical assistance to financial management personnel.
  • Create and maintain financial reporting and tracking systems that provide basic data measurements on financial performance of project activities.
  • Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices.
  • Serve as the project’s contact with the client on finance and administrative issues, participating in discussions on contract issues and actions, and following up on client requests and concerns.
  • Support the development, execution, and management of subcontractor and consultant agreements.
  • Develop and implement accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures.
  • Develop and institute procedures for logistical support of all project regional activities as well as local and international travel, procurement, management of office premises, support for local and international STTA.

What We Value

  • Bachelor’s plus 15 years’ relevant experience, Master’s plus 12 years, or PhD plus 10 years in business administration, finance or other relevant field.
  • At least 13 years’ relevant professional experience managing financial and contractual aspects of large international development projects, preferably USAID-funded projects.
  • Significant experience managing and supervising financial, administrative and procurement personnel.
  • Excellent writing, computer, management and organizational skills.
  • Demonstrated leadership skills.
  • Strong interpersonal skills and communication skills, initiative, and good judgment.
  • Ability to anticipate and solve problems.
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
