Background

Habitat for Humanity International (HFHI) is an international non-profit organization with a vision of a world where everyone has a decent place to live, this ballooning problem gives us a sense of urgency. Even though we have increased our impact 100-fold over the last 15 years, we are not satisfied – and we will not be until our vision is reality. We began as a grassroots movement in 1976, encouraging local Habitat entities to spring up across the globe. Today, Habitat works in 70 countries, and all 50 U.S. states and Puerto Rico. These local organizations are dedicated, enterprising, and deeply connected to the housing needs of the communities in which they live and work – all elements of what makes Habitat unique and trusted. Our grassroots beginnings also mean that we’ve tended to be highly independent and hyperlocal; we are a global network in name, but not fully in action.

To make significant progress, we must evolve how Habitat for Humanity works, coming together as one global network to step up our impact. Our strategic plan for fiscal years 2025-2027 focuses on readying ourselves for our next 50 years of impact by aligning the Habitat network behind the ideas we believe will drive scale as our 50th anniversary approaches. We have set an ambitious goal of increasing access to affordable housing for 50 million people – and that is why we are calling this plan “50 for 50: Readying for Our Next 50 Years of Impact.”

Habitat for Humanity Tanzania is a local registered NGO with a vision to see a nation where everyone has a decent place to live. The organization has the mission to put God’s love into action by bringing people together to build homes, communities, and hope. The organization has been in Tanzania since 1986, working to improve housing for low-income families through our four pillars: Habitability, Affordability, Basic Services, and Protection of land tenure. The organization is governed by a Board of Directors who meet on a quarterly basis. Habitat for Humanity Tanzania (HFHT) invites proposals from qualified Individual Financial Consultant.

Objectives of the Assignment

The Financial Consultant will be responsible for the following key objectives:

Preparation of Financial Statements – Collaborate with finance staff to prepare financial statements in accordance with the applicable Accounting and Financial Reporting Standards, as required.
Board and Committee Reporting – Attend and support Board Finance Committee meetings, including preparation of minutes. Provide quarterly financial reports to the HFHT Board, ensuring an accurate and transparent presentation of the organization’s financial health.
Compliance Assurance – Verify adherence to relevant accounting standards, regulatory requirements, and internal policies to maintain financial integrity.
Legal and Regulatory Compliance – Ensure compliance with all applicable local, national, and international laws and regulations to mitigate legal risks and reputational exposure.
Governance and Transparency Enhancement – Strengthen financial transparency, accountability, and governance within the organization through best practices.
Finance Management and Budgeting – Act in the capacity of a Finance Manager, contributing to budget preparation during proposal development and managing donor funds post-award.
Internal Financial Systems and Controls – Develop and implement robust internal reporting systems and mechanisms for checks and balances on financial matters.

Scope of Work

The scope of work for the Financial Consultant includes:

Work closely with finance staff to ensure timely and accurate financial reporting.
Attend and actively participate in Board Finance Committee meetings, ensuring effective documentation and record-keeping.
Manage finance risks as per organization risk register.
Manage Compliance tracker with attention to adherence of financial policies and procedures.
Oversee donor fund management, ensuring accountability and alignment with funding agreements.

Key Performance Indicators

The performance of the Financial Consultant will be measured by:

Timely preparation of monthly/quarterly/year-end financial statements and Submission of finance reports to board/committees.
Responsiveness to auditor queries and programmatic financial needs.
Clarity and quality of financial analysis in reports.
Inclusion of strategic insights and risk highlights.
Maintenance of financial records per regulatory requirements.
Disclosure of financial risks and mitigation measures.

Deliverables

The Financial Consultant is expected to deliver:

Monthly updated financial statements as per accounting standards and report to National Director.
Quarterly financial reports for Board presentation.
Quarterly Present financial report and Meeting minutes for the Finance Committee.
Monthly Compliance assessment reports and recommendations.
On demand Budget proposals and donor fund management reports.
Framework for internal financial reporting and control systems.
Duration and Reporting
The Consultant will report to the National Director. The consultant shall regularly meet the National Director to discuss financial health of the organization. The meeting shall be of a monthly catch up.
Duration of the contracts is One year, paid on quarterly basis. The consultant will be required to work 44 days per contract and report to the office not less than 3 days per month.

Proposed Fees

The proposed fee for this task/assignment is TZS 1,700,000/= quarterly VAT inclusive.

Qualifications and Experience

The ideal individual Financial Consultant should possess:

A degree in Finance, Accounting, or a related field.
Must have Professional certification (e.g., CPA, ACCA).
Must have not less than 8 years experience in financial reporting, compliance, and donor fund management.
Strong understanding of accounting standards and regulatory frameworks.
Excellent communication skills for Board and stakeholder engagement.
