POSITION: Inclusion&Child Protection Activities Coordinator

WeWorld is looking for one (1) Inclusion&Child Protection Activities Coordinator for the project “Pamoja Tudumishe Elimu (2023-2026)” in Dar es Salaam.

Duty station: The Inclusion&Child Protection Activities Coordinator who will based in Dar es Salaam (with travel to the project areas and schools in Kinondoni and Temeke Municipalities and to other areas if requested by the Project Manager).

Position reports to: Education Project Manager and ultimately to the Country Representative

Position/Contract type: Full time – National Employment Contract

Contract Duration: 12 months (including 3 months as probation period), with possibility of extension

Organisation Description

WeWorld is an Italian independent non-governmental organisation working in Development Cooperation and Humanitarian Aid projects in 29 countries worldwide, including Italy. The NGO carries out 128 projects reaching over 2.4 million direct beneficiaries and 12.3 million indirect beneficiaries. Children, women and youth, actors of change in every community, are the protagonists of WeWorld projects and campaigns in the following fields of intervention: gender equality, prevention and contrast of violence against women and children, migrations, humanitarian aid (prevention, aid and reconstruction), food security, water and sanitation, health, education and learning, socio-economic development, environmental protection, global citizenship education and international volunteering.

Project Summary

The objective is to improve retention and engagement in a quality primary education for “high risk” and “most at risk” students affected by multiple risk factors in marginalized urban areas in Tanzania. Target interventions, designed to respond to specific risk factors, as well as to better intervene in specific contexts, are based on a tailored holistic and integrated approach, articulated in 3 main areas of intervention: i) Specific interventions will be realized at school level, to support the identified  low performing most at risk students and improve their school performance and engagement (Outcome 1). ii) Community-based interventions aiming at mitigating risks associated to background and demographic characteristics for the vulnerable students, in order to promote their retention (Outcome 2). Critical risks factors such as Disability, Gender specific risks factors, Protection concerns, will be tackled. iii) Besides, the project will strengthen the capacities of duty bearers to enforce education policies and address barriers affecting access and retention to quality education for vulnerable and marginalized students (Outcome 3), supporting the improvement of the Education Management Information System (BEMIS/S.I.S.). It will also support awareness raising and information processes towards both duty bearers and the local population, about barriers to education and education policies, at local, county/province and national level.

Key Objectives of the Position

Under the supervision of the Project Manager, Inclusion officer will be responsible for field level supervision of child protection and psychosocial support activities in Tanzania, including Art Therapy sessions.

S/he is responsible for the effective, efficient, and quality implementation of inclusion and child protection intervention by engaging schools, community, government, and other stakeholders.

S/he works in establishing/strengthen community-based child protection mechanisms to prevent and protect children from child protection risks.

S/he will support the Project Manager and the Senior Art Therapist in developing methodologies and contents which foster children well-being and promote inclusion at multiple levels.

She/he is expected to coordinate with local partner, community structures and other organizations working, to conduct capacity building training for programme staffs, community structures and staff from partner agencies.

Key Responsibilities

Under the supervision of the Project Manager, the Activities Coordinator acts as project focal point for WeWorld’s activities and ensure excellence in implementation of the project activities in terms of impact, reporting, and timeliness.  Areas of focus will include the following:

Inclusion and Child protection Activities (Project Activities)

  • Provide liaison between WW and local partner in the process of identification and follow up of particularly vulnerable students.
  • Together with the Project Manager and the local partner, develop action plans to tackle identified need and achieve lasting change. Record and review progress regularly against action plans and amend as necessary.
  • Assist the Project Manager and the local partner in establishing/strengthening referral linkages.
  • Build and maintain relationships with partner agencies in order to effectively direct facilities to appropriate support and encourage the active participation of families with the services offering support.
  • Facilitate and lead community awareness raising and sensitization programs to promote positive values of the society towards children.
  • Support the Project Manager and the local partner to develop, establish and deliver support/training for parents/carers.
  • Attending child in need/child protection conferences, core group and other meetings when required.
  • Work as a case manager or case management focal person at WeWorld level.
  • Ensure the continuous and consistent implementation of relevant safeguarding procedures, policies, legislation, and emerging themes learned from case reviews to ensure the safety and protection of young people.
  • Attend and support parents/carers at meetings and appointments.
  • Respond to complaints and provide information on options for complainants.
  • Strengthen community-based child protection mechanisms to prevent and protect children.
  • Identify community-based child protection mechanisms capacity gaps and participates in building their capacity.
  • Promote and improve quality service delivery to fulfil children right based on WW vision, mission and values.
  • Work closely with district, ward and mtaa relevant government offices and community-based child protection structures.

Art Therapy Programme

  • Collaborating with the Senior Art Therapist to develop sessions` methodology, content and materials.
  • Conducting, together with the Senior Art Therapist, art therapy sessions with patients using various types of visual art, including drawing, sculpting, painting etc.
  • Discussing children’s artworks with them to evaluate the meaning and emotions behind the artworks.
  • Collaborating with other WW and local partner staff to develop or integrate personalized plans for vulnerable children.
  • Support the Senior Art Therapist in developing suitable art therapy programs for children based on their needs, objectives, and preferred forms of artistic expression.
  • Supporting children in coping skills and strategies to enable them to deal with challenging and traumatic experiences.
  • Facilitate the relationships between Senior Art Therapist and school personnel, including head teachers and focal point teachers.
  • Maintaining detailed records of children progress as well as observations made during art therapy sessions.

Coordination/Networking/Representation

  • Attend the meetings with the project team (i.e. internal weekly meeting and monthly meetings with the partner’s team). Participating in case conferences and meetings to exchange ideas, expertise, and best practice.
  • Conducting relevant training to programme staffs, community structures and staffs from partner agencies.
  • Build strategic networks with local communities, CSOs and Local Authorities at island level.
  • Ensure coordination of the project activities with all relevant stakeholders at districts and at the regional level.
  • Ensure project update and submission of reports to the Local Authorities, in line with the government procedures.
  • Represent We World in stakeholder’s meetings whenever necessary.
  • Ensure WeWorld visibility in all the relevant meetings, conference, activities to be attended.

Documentation and Reporting

  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager.
  • Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary.
  • Assist the Project Manager in preparing other relevant reports, including the ones on the findings and lessons learned from project innovations.
  • Support the Projects Manager in ensuring that scan copies of the project documents are available and properly organized in the digital archive.
  • Drafting Activity ToRs and reports on the termly base to be approved by the Senior Art Therapist and ultimately by the Project Manager.
  • Support in the development of strategy, manuals and tools on Art Therapy and Child Protection interventions.

Administration and Logistic support

  • Coordinate all aspects of finance, administrative, and logistics management of the activities at project level, ensuring knowledge and adherence to operational plans, donor requirements and We World procedures.
  • Prepare and submit monthly financial plan to be approved by the Project Manager.
  • Prepare and submit payment authorizations and receipts.

As job descriptions cannot be exhaustive, the Activities Coordinator may be required to undertake other duties that are broadly in line with the above key responsibilities.

Qualifications, Skills and Experience

  • Bachelor in a relevant discipline e.g. related to sociology, psychology, international cooperation or related disciplines
  • Excellent communication (writing and oral) skills and reporting skills in English
  • Demonstrated experience in developing child protection/inclusion tools and methodologies is preferred.
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
  • Familiarity with art and art therapy is a plus.
  • Proven technical skills in monitoring and evaluation

  • Computer skills, in particular MS Office, web and social media skills
  • Proven leadership skills and excellent social/networking skills, ability to engage with government, private sector and civil society
  • Proven organizational skills and ability to manage effectively multiple tasks

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Professional Experience: at least 3 years of experience working in a similar position with local/international organizations including minimum 1 year within Inclusion/Child Protection department.

Assets/Added advantage.

  • Previous experience in education and child protection projects and community engagement approach.
  • Motorbike e/or car driving licence
