Justice and Security, Elections, and Democratic Reform Specialist (1 Position)

Qualifications and Skills of Education, Justice and Security, Elections, and Democratic Reform Specialist
Key Performance Indicators:
1. Timely and quality technical advice and support
2. Leadership in area of expertise especially Security, elections and Democracy.
3. Quality reports and other strategic documents drafted and submitted in a timely manner

• Strong knowledge and experience related to current Tanzania policies and practices in the fields of Justice and Security, Elections and Democratic Reforms.

Required Skills and Experience
Education and certification:
• Bachelor’s/Master’s degree or equivalent in Political Science, Public administration, Comparative politics, Domestic policy, Public and international relations or other relevant field is required.

Experience:
• At least 10 years progressively responsible experience Government Security systems, and Elections in Tanzania.
• Experience working with and building partnerships with government stakeholders and civil society organizations.
• Experience providing capacity building/training.
• Experience in programme, policy analysis, and strategic planning.

Duties and Responsibilities of the Education, Justice and Security, Elections, and Democratic Reform Specialist
1. Participate in Preparation and improvement of Democratic Policies in collaboration with GoT stakeholders.
2. Prepare training materials and train Leaders on their Accountability towards injustice practices in Tanzania.
3. Assist the GoT Strengthen Security Systems by applying hands on practical solutions.

Education Coordinator (1 Position)

Qualifications and Skills of Education Coordinator

3. Work well under pressure, dealing with competing priorities, in a fast-paced team-oriented environment.

5. Strong team player, participation and flexibility throughout in an iterative design process with many diverse stakeholders across a large consortium and multiple content development teams

Required Skills and Experience
Education and certification:
1. A holder of bachelor’s degree in education, community studies, or social sciences from an accredited institution/university.
2. A postgraduate qualification in community studies or community education, with specialization in interdisciplinary area such as adult education will be added advantage.

Experience:
1. At least minimum of ten (10) years’ experience implementing learning and education programme and material development in various community structures (outside formal school).
2. Experience of developing learning content for either school or home setting, communities including writing and adapting (contextualize) material.
3. Experience of working in NGO setting and demonstratable strong background in developing contents, modules and guidelines for the communities.
4. Proven track record of and knowledge of engaging with government priorities, systems, and structure.
5. Demonstrated experience successfully managing high-value projects from multiple international donors, including USAID, EU, and UN agencies, knowledge of relevant donor regulations.
6. Demonstrated business development and private sector engagement experience.

Desirable Skills.
1. Excellent verbal and non-verbal interpersonal skills, including the ability to clearly explain creative decisions in spoken and written format effectively in a multi-cultural/matrix environment with international and national colleagues and partners
2. Strong writing skills in English.
3. Strong analytical and problem-solving skills
4. Having organizational skills and the ability to multitask while working on projects with varying activities, objectives, and deliverables
5. Good negotiation and influencing skills

6. Sound judgment and decision-making in complex situations

Duties and Responsibilities of the Education Coordinator
1. Lead in conducting needs assessments for Educators, Community leaders and system actors, to ensure that scope and sequence of the training is relevant and responsive to needs;
2. Manage complex deliverables and multiple content development;
3. Contribute to the design of the programme during the inception period, through situational analyses, consultations, fieldwork, and Managing for Learning activities.
4. Together with key advisers provide technical advice on what works in terms of improving the Program.
5. Develop timely reports of programme activities and input to formal reports such as quarterly reports and annual reports
6. Utilize the Managing for Learning Approach and other programme strategies as developed.
7. Provide input on design, approach and content of materials and quality assurance where relevant.
8. Provide training and support to all staff towards an inclusive and safe working environment!
9. Ensure harmonization of approaches across programme activities
