Restless Development is a global non profit agency. We support the collective power of young leaders to create a better world. We are independently registered and governed in nine countries (India, Nepal, Sierra Leone, Tanzania, Uganda, UK, USA, Zambia and Zimbabwe) bound together by our vision for youth power.
We run youth-led programmes to tackle the issues that young people care about the most. We also run the Youth Collective – a growing network of over 5,000 local youth-led organisations in 185 countries. We are committed to creating an agency that walks the talk on power shifting, using the power shifting checklist, both internally and externally.

About the Role
The KIJANA IMARA Project is a national initiative implemented by UNFPA Tanzania and Restless Development to improve equitable access to quality Sexual and Reproductive Health and Rights (SRHR) services for adolescents, with an emphasis on adolescent girls and boys in Tanzania Mainland and Zanzibar. A flagship component of the project is ADODA (Adolescent Data), which focuses on generating, analyzing, and using disaggregated data to better understand and meet the needs of adolescents and young people.

Despite the availability of rich national datasets such as the Population and Housing Census (2022), Tanzania Demographic and Health Survey (TDHS 2022), and Tanzania HIV Impact Survey (THIS 2022–2023), there remains a significant underutilization of this data to inform adolescent programming. Of particular concern is the limited focus on engaging adolescent boys and young men in SRHR, promoting positive masculinities, and advocating for gender-transformative approaches.

To address this gap, the project aims to develop toolkits for evidence mapping, data analysis, and advocacy, specifically tailored to guide national and subnational stakeholders in understanding and responding to SRHR needs of adolescents and young people.
The Consultant will be responsible for leading the design, development, stakeholder validation, and capacity-building process for evidence-based ADODA Toolkits. These toolkits will serve as practical guides to:
- Analyze existing data sources
- Identify and map evidence related to adolescent SRHR needs
- Inform advocacy and programming with a gender-responsive and youth-inclusive lens
