BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Monitoring Team Leader role is expected to support the development and implementation of Monitoring, Review and Evaluation (MRE) Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating and overseeing all monitoring activities, support the formulation and periodic reviews of the monitoring strategy, thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring strategies.
WFP Tanzania has invested in bolstering its monitoring and evaluation capacity. This involved, among others, the creation of a dedicated Monitoring unit at CO and field-office levels, update of the Monitoring, Review and Evaluation (MRE) plan, development of related Minimum Monitoring Requirement, and establishment of a Monitoring SOP as well as COMET SOP.
As part of these investments, a Head of Monitoring position is required to manage and advise data collection and analysis activities that the Country Office (CO) conducts, to support to Monitoring activities at interagency level (UNSDCF) and to strengthen the technical capacity of the WFP Monitoring team at both CO and field-office levels.
In this context, under the supervision of the Head of Research, Assessment and Monitoring unit, the incumbent will be responsible to:
KEY RESPONSIBILITIES:
- Manage implementation of the WFP Tanzania Monitoring Strategy and annual work plan.
- Lead the monitoring of WFP activities, providing technical analysis, interpretation and information as required, to support the assessment of activity impact. This includes organizing the collection, management, analysis and regular reporting of data on progress (outcome and cross-cutting indicators) and issues with ongoing projects.
- Ensure CO up-take of the new Corporate Results Framework (CRF) and the revised normative framework for monitoring toward increased accountability and quality donor/corporate reporting.
- Support Head of RAM in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated CRF.
- Lead periodic reviews and update the various guidance documents including the Monitoring Strategy, Process and Outcome Monitoring SOP, COMET SOPs and the Minimum Monitoring Requirements (MMRs).
- Lead the development of MRE plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the CSP) and other global and regional plans, while being compliant with WFP corporate monitoring requirements.
- Support the Head of RAM unit in budgeting for monitoring costs as part of the annual Assessment, Monitoring and Evaluation (AME) budget planning exercise and advocate for appropriate financial and human resourcing.
- Ensure the Country Office has an adequate data management and storage system using WFP corporate systems (COMET, MoDA) and coordinate and/or provide regular oversight and training to WFP and partner staff on using the systems, following corporate requirements on reporting and data protection.
- Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluation findings accessible, developing innovative, user-friendly and informative products.
- Support WFP Management in addressing recommendations from monitoring, reviews and evaluations, to ensure that follow-up actions are taken as required in complex portfolios.
- Participate in relevant coordination forums, Inter-Agency forums (UNSDCF), working groups, technical meetings and training activities within, as well as outside of WFP Tanzania. Represent WFP (e.g. at inter-agency meetings with other UN agencies, NGOs and Government agencies) to exchange knowledge and experience, and build partnerships that enhance inter-agency joint monitoring activities. Provide inputs to Head of RAM regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks.
- Review Post Distribution Monitoring (PDM) and outcome monitoring data collection forms/questionnaires and ensure they are designed through WFP’s corporate Survey Designer platform.
- Ensure storing of survey data/COMET data into the new data repository/platform and centralized database (VAM Data Library).
- Ensure control mechanism is in place to properly manage the monitoring coverage of all programmes across the Field Offices, including but not limited to Monthly Monitoring Plans, Beneficiary Tracking Matrix, Risk-Based Monitoring Framework, Process Monitoring Coverage Dashboard, and Monthly Monitoring Coordination meetings.
- Manage and coordinate Monitoring staff at the CO and field-office levels, including field Monitoring Associates and Monitoring assistants.
- Support team members through the stages of assessment and monitoring cycles. Review the quality of work among team members to ensure expected deliverables are meet in a timely manner.
- Contribute to building Monitoring capacity of WFP Tanzania staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance. Conduct targeted trainings for staff, including providing (on the job) training on data collection, survey instrument design, data management, data cleaning and data analysis, upon need.
- At Country Strategic Plan (CSP) design stage, support the Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.

DELIVERABLES:
The main deliverables of the Monitoring Team Leader is to ensure that programme interventions are monitored in-line with key corporate guidelines and standards (CFR, MRE, MMR); that Monitoring staffing structure is well established, adequate and operational, and that regular reporting of the CSP log frame outcome, output, and cross-cutting indicators is conducted in a technically rigorous and timely manner.
MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
- At least 5 years of relevant professional experience in monitoring and evaluation activities.
- Experience managing teams.
- Experience in project management.
- Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.
- Experience using a variety of quantitative and qualitative analytical tools and methods.
- Extensive experience in data collection, analysis and reporting.
- Ability to work independently under minimum supervision and supervise a team.
Knowledge & Skills:

- WFP Programme knowledge – Ability to interpret basic data in the context of WFP specialised fields (food security, disaster risk management, nutrition, resilience, agricultural and value chain development) to contribute to technical programme design, implementation and monitoring.
Languages:
Fluent/native (level C) in English and Kiswahili.
