ICAP at Columbia University (ICAP) seeks a Program Director to be based in a TBN country in Sub-Saharan Africa and oversee the multi-country Coverage, Quality, Impact Network (CQUIN) and HIV Impact Network for Vertical Transmission and Elimination (HIVE) learning networks, funded by the Gates Foundation. Both networks are committed to advancing HIV programming through a collaborative and inclusive approach that involves leadership by ministries of health from Network member countries in Sub-Saharan Africa. These ministries lead teams within their countries and work closely with funding agencies, implementing partners, and civil society groups. The Networks are focused on the scale-up of evidence-based interventions and achieving measurable outcomes and impact.

In March 2025, both CQUIN and HIVE rapidly pivoted to address the changing HIV landscape and expand joint learning and experience sharing around integration and sustainability of HIV programming in Sub Saharan Africa via country-to-country sharing of learnings and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV programs.

Under the supervision of the Network Principal Investigators, the Program Director (PD) will be responsible for the design, planning, implementation, and monitoring of CQUIN and HIVE strategies and day-to-day activities. The PD will lead country engagement activities, oversee technical staff, and ensure project deliverables are met. The PD will also coordinate workshops, technical assistance, and the development of project strategies for the integration and sustainability of HIV programs.

A successful applicant will have an advanced degree in medicine, nursing, and/or global health and expertise in designing, implementing, and evaluating HIV programs in Sub-Saharan Africa, in partnership with Ministries of Health and other global stakeholders.
