1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business Online, Notice number, 0P00142857 dated 17th August,2021
2. ‘The Government of Tanzania has received financing from the World Bank toward the cost of the Digital ‘Tanzania Project (DTP) and intends to apply part of the proceeds toward payments under the contract for Pre-Purchase of Bulk Dedicated International Bandwidth for Government.
3. ‘The Ministry of Information, Communication and Information Technology (MICIT) through Project Implementation Unit (PIU) now invites scaled Bids from eligible Bidders for purchase of Bulk Dedicated International Bandwidth for Government, of at least 20 Gbps for a minimum period of at least ten (10) years under Indefeasible Right of Use Contract (IRUs), at Dar ¢s Salaam, One (1) month after contract signing.
4. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPI’ Borrowers dated November, 2020 (Fourth Edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from and inspect the bidding document during office hours from 9:00 am to 15:00 pm exclusive of Public Holidays at the address given below.
6 Printed copies of the bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refund- able fee of TZS 100,000.00 or its equivalent in a freely convertible currency. ‘the method of payment will be through the Control Number to be provided by the Ministry of Information, Communication, and Information Technology (MICIT). Please request a control number through mail address: pmdigitaltanzania@mawasiliano. go.tz after getting the control number, follow procedures outlines in this link https://cpay.scpg.go.tz/ to make payment and follow up your receipt via emails provided.
7. Bids must be delivered to the address below on or before at 10:00 Am on Friday, 11% November 2022 electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
8. All Bids must be accompanied by unconditional Bid Security of TZS 345,000,000.00 or its equivalent in a freely convertible currency in favor of the Permanent Secretary Ministry of Ministry of Information, Communication and Information Technology of Bid Price and must be consistent with the attached Bid Security form included in this Bidding Document, and modification will be rejected. The Bid Security shall be valid for twenty-eight (28) calendar-days beyond the bid validity period, ic. 148 calendar-days alter the bid’s submission deadline.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
