Project Manager (m/f/x) – Tanzania

Background

The present project is implemented as part of the EU NDICI’s “Breaking the Glass Ceiling” Gender Transformative Action in Tanzania, whose objective is to accelerate progress towards gender equality and women and girls’ empowerment by enhancing equality in participation, leadership and decision making, including in actions related to justice, peace and security.  In this context, Enabel will support and implement an initiative aimed at addressing gender inequality, with a particular focus on improving access to justice for women and girls. The action will be largely implemented through the Legal Services Facility (LSF), a registered Tanzanian NGO whose objective is to promote and protect human rights by enhancing legal, social, economic and civic empowerment for women, girls and marginalized groups through grant making, policy advocacy and legal aid services. LSF has developed an extended network of 184 paralegal units that provide legal aid services at grassroot-level across Tanzania mainland and Zanzibar.

The project will be implemented for a duration of 30 months with a budget of 5 million euros. It will start in a transition phase after the Royal Danish Embassy (RDE), DANIDA, which has set LSF up and has been its primary source of funding for the last decade (and currently the only source), will close all its activities in Tanzania by the end of 2023. It will consequently stop funding LSF after many years of positive collaboration.

The general objective of the project is to increase access to justice for all, in particular for women and girls. Its specific objective is to reduce inequalities in access to justice for women, girls and marginalised groups through legal aid. This will be achieved through two main outputs: 

Output 1:  The provision of accessible, qualitative and gender-transformative legal aid and legal empowerment services for women, girls and marginalised groups is strengthened. Output 1 will be implemented by LSF, financed through a grant provided by Enabel. LSF’s program, centered on women, girls and marginalized groups, follows a holistic approach to access to justice, focusing on 3 outcomes:

  • Provision of accessible and quality legal aid services to women, girls and marginalised groups;
  • Legally empowered women, girls and marginalised groups; 
  • Promotion of a conducive environment for access to justice for women, girls and marginalised groups.

Output 2: The institutional sustainability of LSF, and in turn, of the Tanzanian legal aid sector is strengthened. Under output 2, the project will support LSF in gradually enhancing its institutional capacity to evolve towards a more flexible and sustainable multi-source funding model. LSF being recognized as a legitimate and main non-governmental organization working on access to justice through legal aid at grassroot level, is instrumental in bridging the gap between communities and the formal justice system. Supporting LSF in its institutional transition will thus contribute to sustain the overall provision of legal aid services to women and girls in Tanzania. In parallel, Enabel will support LSF and other like-minded entities to foster the further implementation of the 2017 (mainland) and 2018 (Zanzibar) Legal Aid Acts, including in relation to funding mechanisms, in coordination with the Ministry of Constitutional and Legal Affairs (“MoCLA”) and its Zanzibar counterpart the Office of the President, Constitution, Legal Affairs, Public Service, and Good Governance (“PoCLAPSGG”). It will also align on the strategies of the Ministry of Community Development and Gender (MoCDGWSG).

Project Alignment

This project will contribute to SDG16 to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” and SDG5 to “achieve gender equality and empowering all women and girls”. It will boost the successful implementation of the Child Justice Strategy II (2020/21-2024/25) and the Tanzanian Development Strategy Five Year Development Plan III (2021/22 – 2025/26.

This action aligns with Enabel’s country program for Tanzania which aims at strengthening gender transformative education and employment and a gender-equal environment in the Kigoma Region.

Job description

The Project Manager reports to the Resident Representative and will directly collaborate with the Legal Service Facility (LSF), in contact with the different Ministries: MoCLA, PoCLAPSGG and MoCDGWSG.

Specific results areas: 
This function is linked to both outputs 1 and 2 of the project.

Under Output 1: 

  • Managing the grant agreement with LSF and the relating fiduciary risk.
  • Following up on the implementation progress of LSF’s Access to Justice Program, as per the grant agreement.

Under Output 2: Directly responsible for carrying out activities under output 2 “the institutional sustainability of LSF, and in turn, of the Tanzanian legal aid sector is strengthened”, which includes :

  • Finalizing the organizational capacity building plan with LSF.
  • Following-up on the capacity building plan implementation of, in close collaboration with a designated focal point at LSF. Where necessary, Enabel will mobilize external international expertise.  
  • Following-up on the implementation by LSF of the recommendations formulated in the gender capacity assessment.
  • Steering a strategic vision to dynamize the further the implementation of the Legal Aid Acts, including in relation to legal aid funding mechanisms, in coordination with the MoCLA, key access to justice stakeholders and other development partners. It includes following-up on the legal and policy review process, support LSF in preparing for engagements with policy makers, consultations and working sessions, drafting policy notes and other type of analysis, support coalition building, when needed, Enabel’s headquarters governance/justice experts and/or international experts can be mobilised.
     

Your profile

Qualification and Experience 

  • Tanzanian National
  • Masters degree (law degree considered an asset)
  • Minimum 5 years of relevant experience in project management of international development programmes 

Specific competences or knowledge required: 

  • Strong knowledge and experience in grant management
  • Knowledge and expertise in organisational development/capacity building
  • Experience in monitoring, evaluation and capitalisation 
  • Strong ability to develop and steer strategic visions
  • Good analysis and writing skills (terms of reference, policy notes, etc)
  • Strong leadership skills
  • Knowledge/strong interest in human rights and justice issues
  • Knowledge/strong interest in gender equality issues  

Specific competences or knowledge considered an asset: 

  • Knowledge of the Tanzanian legal aid framework and main issues 
  • Experience in participating in legal/policy reform and advocacy 
  • Knowledge and experience in gender-mainstreaming 
  • Existing network in the access to justice sector 

Languages:

  • Fluency in written and spoken English and Swahili
