Title:                       PROJECT PHARMACY MANAGER

Direct Reports:      PROJECT MEDICAL REFERENT (PMR)

Location:                LIWALE, LINDI

Defining, coordinating and monitoring all pharmacy related activities in the project area including management of staff, according to MSF protocols, standards and procedures and the mission’s pharmacist and Medical Coordinator’s guidelines, in order to ensure the proper management and supply of drugs and medical devices.

As an integrated project MSF is supporting 7 MOH facilties (1 hospital 3 health centers and 3 dispensaries in managing in case of stock out for maternal and children health under 5 years. Thus MSF provides medical supplies to these health facilities through donation. MSF does not directly dispense drugs to individual patients.  As Project Pharmacy Manager:

  • Facilitate donation of drugs and medical supplies as per PMR validation
  • Manage capacity building of the team
  • Take lead during international/local medical order and reception of supply from coordination o   Monitor the stock cards and isystock, and together with pharmacy team perform monthly inventory.
  • Update the PMR and MedCos on stock report using MSF tool.
  • Submit department report to PMR on time o Follow up of supervision of medical supplies at end user units at all levels

Main responsibilities:

  • Participate actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
  • Supervise the functioning and organization of the project central pharmacy and other peripheral units, set protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including PharmaCo vigilance when necessary.
  • Define clear protocols, processes and tools for storage, stock management and supply as well as hygiene and security (controlling pests and rodents) to ensure good storage conditions (temperatures, humidity and light exposure) and accurate handling of the products and equipment in terms of hygiene. Ensure hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
  • Support the ordering and supply process of medicines and medical devices. Monitor proper stock management across pharmacies within project area, to guarantee a good control and up to date stock levels data, avoiding expiries, over stocks and stockouts. Report on drug consumption and medical devices dispensed according to protocols, highlighting any unusual patterns.
  • Ensure, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g., humidity, temperature, light exposure, cleanliness, pest and rodents’ control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.
  • Ensure the collection of data for monitoring and surveillance of optimal quantity quality of medicine use. Support activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.
  • Supervise, coach, motivate, and evaluate all the pharmacy staff under his/her responsibility, in order to ensure strict adherence to working procedures and protocols. Ensure all pharmacy staff uses required clothes and equipment according to protocols, such as, white coat, gloves, etc.
  • Carry out all the reporting tasks associated to his/her field of action and responsibility, ensure its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
  •  Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
  •    Perform any other related task as requested by PMR

Minimum Educational Qualification:

  • Essential: pharmacy degree (or equivalent 4-5 years diploma according to the country)

Experience:  

  •    Two years of demonstrated, experience as a pharmacist required.
  •    Experience in MSF or other NGO’s in developing countries is desirable

Knowledge: 

  • Essential computer literacy (word, excel, internet)

Languages:

  •  Knowledge of both English and Kiswahili is mandatory.
