  1. The Government of the United Republic of Tanzania has received financing from KfW toward
    the cost of the Serengeti Ecosystem Development and Conservation Project (SEDCP), and intends to apply part of the proceeds toward payments under the contract for Construction of Serengeti Visitors Interpretive Centre at Seronera, Serengeti District as shown in the table below:

Note: The optional modules shall be an addendum to the core works Contract subject to
completion of design and cost estimates within three months from start of the construction
work.

  1. The Tanzania National Parks (TANAPA) now invites sealed Bids from interested bidders for the
    Construction of Serengeti Visitors Interpretive Centre at Seronera, Serengeti District under the
    Serengeti Ecosystem Development and Conservation Project (SEDCP). The works comprise of
    construction of the following structures/ facilities:

A Conservation Hall
B. History and Migration Hall
C. Drop off point
D. Watu Amphitheatre
E. Roof Type “A”
F. Roof Type “B”
G. External Works. This will include the elements below,

  • Walkways from Drop off point to toilet
  • Walkways from toilet to Conservation Hall
  • Walkways from History Hall to Watu Amphitheatre
  • Walkways from Watu Amphitheatre to KOICA building
  • Walkways from KOICA building to pick up area
  • Secondary walkways
  • Parking areas
  • Migration Trail Renovation
  • Soft landscaping
  • Garden wall

Bidders are urged to thoroughly familiarize themselves with the Technical Specifications (in
Volume 3) and with the Drawings (in Volume 4) prior to proceeding with the pricing of their Bills
of Quantities (in Volume 2); and
The estimated Construction Period is Six (06) months.

  1. Bidding will be conducted by means of the National Competitive Bidding (NCB) procedure with qualification as specified in the KW “Guidelines for the Procurement of Consulting Services. Works. Plant. Goods and Non-Consulting Services in Financial Cooperation with Partners but is open to all eligible bidders, as defined in the Procurement Guidelines Article 1.3. In the case of foreign bidders, Procurement Guidelines Article 2.4.3 shall also apply.
  2. Interested eligible Bidders may obtain further information from and inspect the bidding
    documents at the Offices of Procurement Management Unit (PMU)-Attn: Asha Mvungi, Office
    Room No. 40, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate, Dodoma Road, P.O. Box 3134, Arusha, Tanzania from 08:00 to 16:00 Hours, Monday to Friday except Public holidays. Contacts via email address: [email protected] (cc: [email protected] ).
  3. 5 The bidders are encouraged to attend the pre-bid meeting which will be held on Monday 27, March, 2023 at 10:00 Hours at Fort Ikoma, Serengeti. The minutes of the pre-bid meeting will be shared with all the bidders. The costs for attending the pre-bid meeting shall be at Bidders’ expense.
  4. It is strongly recommended for all interested bidders to attend site visit scheduled to take place on Monday 27, March, 2023 at Seronera departing from Fort Ikoma at 12:00 Hours. However, those who do not attend will not be precluded from submitting their bid(s). The costs for attending the site visit shall be at Bidders’ expense.
  5. A complete set of the bidding documents (in English) is available to interested eligible Bidders
    upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Tanzanian Shillings One Hundred Thousand only (TZS 100,000.00) or its
    equivalent in freely convertible currency. The method of payment will be through the Control
    Number to be provided by TANAPA from the Conservation Commissioner, Tanzania National
    Parks (TANAPA), Mwalimu J.K. Nyerere Conservation Centre Burka Estate, Dodoma Road, P.O.
    Box 3134, Arusha, Tanzania. Please request the Control number through the Email address
    [email protected] . [email protected] . After getting the control
    number, follow procedures outlined in this link https://epay.gepg.go.tz/ to make payment and
    follow up your receipt via emails provided.
    N.B: The bidding documents will be issued to the bidders both in hardcopy and electronic copy. Therefore, the bidders are advised to come with pen drivers to collect the electronic portion of the bidding document upon payment. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail
  6. Bids (in one original plus two copies) must be delivered to the address below: The Secretary of
    Tender Board’s Office, TANAPA, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate,
    Dodoma Road, P.O. Box 3134, Arusha, Tanzania at Office Room No. 40 on or before Thursday,
    13, April, 2023 10:00 hours. Electronic bidding will not be permitted. Late bids will be rejected.
    Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on Thursday, 13, April, 2023 at 10:00 hours at TANAPA Board Room.
  7. All Bids must be accompanied by a “Bid Security” in original and in an acceptable form in the
    amount of TZS 40,000,000/= (Tanzania Shilling Forty Million Only) or an equivalent amount in a freely convertible currency for each submitted tender valid for Forty-Two (42 days) beyond the bid validity period (ie, 162 days after the bid opening date). The Bid Security shall be a Bank Guarantee, a Letter of Credit, a Banker’s Cheque and/or an Insurance Bond clearly addressed to the Conservation Commissioner, TANAPA, Mwalimu J.K. Nyerere Conservation Centre, Burka Estate, Dodoma Road, P. O. Box 3134, Arusha, Tanzania.
