Assignment Title: Provision of Consultancy Services for Design and Construction Supervision of
Buildings and Other Facilities at Muhimbili University of Health and Allied Sciences, Campus of
Kigoma.

This request for Expression of Interest follows the General Procurement Notice for this Project that
appeared in United Nations Development Business (UNDB) Issue No. WB-OP0015674 of
28.11.2021.
The Government of United Republic of Tanzania has received financing from the World Bank
toward the cost of the Higher Education for Economic Transformation Project (HEET), and intends
to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include design of buildings, prepare bidding documents,
prepare cost estimates and supervision of construction of Infrastructure and Teaching facilities for
Kigoma Campus for the duration of 42 months ( 6 months design, 24 months supervision and 12
months of defect liability period, deploying about 95.75 professional staff months.
The detailed Terms of Reference (TOR) for the assignment is obtained at the website of Muhimbili
University of Health and Allied Sciences (MUHAS), www.muhas.ac.tz and or at the office of the
Procurement Management Unit.
The Muhimbili University of Heath and Allied Sciences (MUHAS) now invites eligible consulting
firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants
should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are

  1. Core business and at least ten (10) years in business
  2. Relevant similar experience, which should specifically include the below;

i) Experience of at least five (5) similar assignments in the past 10 years – all Information to be
provided should include name of assignments, names and full contact addresses of the clients,
contract value (in equivalent Tanzania Shilling) and period (dates) of execution of assignments.
ii) Demonstration of experience of work in similar conditions.

  1. Technical and Managerial Capability of the Firm.
    The Consultant must provide the structure of the organization, general qualifications and number of
    Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the
    shortlisting stage)
    The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
    the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement
    Regulations”), setting forth the World Bank’s policy on conflict of interest.
    Consultants may associate with other firms to enhance their qualifications, but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
    case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
    the entire contract, if selected.
    A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set
    out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November
    2020 (Procurement Regulations).

    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information
    on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using
    the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
    Expressions of Interest (Eol) must be delivered in a written form to the address below (in person, or
    by mail, or by fax, or by e-mail) on or before 12:00 hours local time, July 4, 2023, clearly marked
