  1. The Government of the United Republic of Tanzania has received funds from the World Bank
    toward the cost of the Higher Education Economic Transformation (HEET) and intends to apply
    part of the proceeds for consulting services.
  2. The consulting services (the Services) includes Provision of consulting services for Developing
    A Digital Omni Channel Customer Engagement Platform (DOCEP) to embark on a business
    strategy that is designed to optimize return on investment, revenue, processing costs and increase customer satisfaction for estimated period of thirty (30) calendar days. This assignment intends to roll out an interactive Real Time Digital Omni- Channel Customer Engagement Platform (DOCEP).
  3. The Higher Education Students’ Loans Board (HESLB) now invites qualified and experienced
    individuals to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Such information may include update detailed CV’s duly signed, certified copies of academic and professional certificates, and description of similar assignments undertaken. For each assignment performed, the consultant shall provide the following: i) name and address of the client, ii) date of the execution.
  4. The short listing criteria: (a) holder of Masters’ degree in Information Technology, demonstrate
    Competence in customer Management, Data analysis and Software development (b) At least 5
    years of relevant working experience in a field related to the task, with strong organization skills; (c) at least two assignments of similar nature and complexity in the last five years d) Must have experience in working with World Bank or Development Partners Projects, (e) Must have experience working in East Africa countries or countries with similar conditions; and (f) Must have conducted at least four (4) installations of similar nature in African Continent.
  5. An Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines – Selection and Employment of Consultants by the World Bank Borrowers dated January 2011 (Revised July 2014). The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
