REQUEST FOR EXPRESSION OF INTEREST:
FOR THE PROVISION OF DIRECTORS AND OFFICERS LIABILITY
INSURANCE FOR EACOP – REFERENCE NO. REQ-00000195
East African Crude Oil Pipeline (EACOP) LTD l’EACOP LTD”) invites experienced and reputable
companies to express their interest in providing Directors and Officers Liability Insurance services
to the EACOP Project.
The EACOP Project involves the construction and operation of an underground and cross-border
pipeline to transport crude oil for export to international markets, The pipeline will run from
Kaboale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The
length of the pipeline is 1,443 km, of which 1,147 km will in be in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP requires to be provided with directors” and officers’ liability insurance. The objective of
this expression of interest is to invite insurance firms/companies to provide directors and officers
(including managers and supervisors) (D80s) liability insurance for EACOP Co. The scope of
the cover should be worldwide and include but not be limited to:
l. Any claims arising from or incidental to the performance of duties by EACOP’s D8Os. Claims
shall be understood as including any written demand or proceedings seeking compensation ar other
legal remedy as well as criminal proceedings and official investigations.

MINIMUM REQUIREMENTS:
Companies or organizations expressing their interest are invited to document their request
with:
 Must be registered and licensed to operate in Uganda and Tanzania.
 Must have a minimum of five (5] years’ experience in providing directors and officers
liability insurance. Including experience in providing directors and officers liability
insurance to at least one multi- national company.
 Must have reinsurers with an A- of better rated financial strength rating from a reputable
roting agency.
 Must demonstrate a track record of settling claims promptly and fairly.
 Recommendations from at least three [3) organizations/firms/companies with contact
persons, to whom similar services have been provided by your company.
 Financial capacity lo deliver the services required. (Audited books of accounts for the
previous two financial years).
 Registration or approved application for registration with the EWURA Local Supplier
Service Provider (ISSP] database at the time of submission of the response to this
expression of interest is strongly recommended.
 Compliance with local Content Regulations, 2017.
 Proof of registration with the Tanzania Revenue Authority (TRA) and Tax Clearance
Certificale for the latest year available.
 Up-to-date professional and business licensing from relevant in-country authorities for the
provision of the services,
 Proof of Anti corruption, Anti-bribery, Compliance and Human Rights policies.
Interested insurance firms/consortiums which have the ability, capacity, and resources to
implement the activities listed above should express their interest by sending together with the
documents stated in the above section through an email 1D [email protected] , (max,
email size 20Mb) on or before 16:00 hours East African Time (EAT) on or before 21st May 2023.
Email object shall be: REQ-00000195 – Provision of Directors and Officers Liability Insurance
services to the EACO project.
Statements of EOI should be no more than ten (10) to twenty (20) pages long.
All Expression of Interests should be submitted in English Language.
Note: EACOP LTD will review and assess the documents provided by companies that have
expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to
determine which companies will be included in the list of pre-qualified companies. Only the prequalified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to
bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole

discretion to make the decision to select or reject a company and maintain its decision without
having to give reasons to the company concerned.
