The Prime Minister’s Office. Policy. Parliament and Coordination has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Agriculture and Fisheries Development Programme (AFDP) Loan no. 200001519 and intends to apply part of the financing for the purchase of these goods. The use of any IFAD financing shall be subject to 1FAD’s approval. pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. WAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any Lind or nature brought by any party in connection with Agriculture and Fisheries Development Programme (AFDP)

2. The Agriculture and Fisheries Development Programme (AFDP) includes Procurement of 14 Motor Vehicles Lot 1 and 2AFDP’s overall objective of is to “contribute to inclusive food systems for improved livelihoods, food security. nutrition and resilience”. In this regard, its development objective is to “enhance sustainable productivity, climate resilience and commercialization of selected crop seeds, fisheries and aquaculture”. while devoting particular attention to women empowerment and youth participation. This will be measured by four core indicators, namely: (i) Percentage of target households reporting increased average annual net income by 30 percent; (ii) Percentage of households reporting an avenge 25 percent increase in production of maize, beans, sunflower, seaweed and fish; (iii) at least 60 percent of women 15-49 years of age who consume at least 5 out of 10 food groups; and (iv) at least 40 percent of households reporting adoption of environmentally sustainable and climate-resilient technologies and practice by adopting a food systems approach. AFDP looks beyond increasing productivity of crops and fisheries, and takes an integrated way to address multiple goals in different parts of the food system (inputs, production, post-harvest, value addition, marketing and consumption) and in geographically flexible ways (e.g. national, sub-national, regional, district and local). The Programme intends to contribute to four core sustainable food system objectives:

  • Ensuring food security and provide healthy, balanced and nutritious diets that contribute to health for all;
  • Providing decent livelihoods and jobs for all food system actors, notably smallholders, women and youth:

Contributing to inclusive governance and reducing inequality between stakeholders and between territories

3. This 1FB follows the general procurement notice that appeared on the WAD website on 9` Sept. 2022, the United Nations Development Business (UNDB) website on 9th Sept. 2022.

4. The purchaser now invites bids from eligible entities (“bidden”) for the provision of 14 Motor Vehicles in Lot 1 and 2 to be delivered to AFDP PCU, Dodoma, Tanzania within 3 months of contract signature. More details on these goods and related services are provided in the schedule of requirements in this bidding document.

5. This 1FB is open to all eligible bidders who wish to respond. Subject to the restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully deliver the goods and related services.

6. Bidding will be conducted using the International Competitive Bidding (ICB)method, the evaluation procedure for which is described in this bidding document, in accordance with the WAD procurement handbook which is provided on the IFAD website www.ifad.org/project-procurement. The ICB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

7. Please note that a pre-bid conference will not be held as described in the bid data sheet BDS, Section If of the bidding document.

S. Interested eligible Tenderers may obtain further information from and inspect the tendering document through TANePS. A complete set of tendering document(s) in English may be accessed through www.taneps.go.tz.

  • Tenderers are required to register on the TANePS and pay tender participation fee indicated in the TANePS to be able to participate in this tendering process
  • Bidders should be aware that late bids will not be accepted under any circumstances and will be returned unopened to the bidder. All bids must be accompanied by a bid security (as required) in the manner and amount specified in the bid data sheet.
  • Tenders not received through TANePS shall not be accepted for evaluation irrespective of the circumstances.
  • All tenders must be properly filled in and submitted through TANePSat or before 14:00 his at 15thJanuary, 2023.Tenden will be opened promptly thereafter through TANePS. Tender opening details will be available to the public through TANePS.
