  1. As part of its ongoing commitment to good oil oilfield practices, PanAfrican Energy Tanzania Ltd. a Producer, Distributor and Marketer of Natural Gas from the Songo Songo Gas Plant (“Plant’) in Kilwa District, Lindi Region hereby intends to contract a registered third party HSE consultant to conduct a detailed HSE audit of its operational practices and procedures. The outcome of the audit shall be affirmation, improvement or optimization of PAET’s ongoing operational practices through enhanced HSE mechanisms.
  2. The potential third party HSE consultant is expected to express its interest and provide a quote for the supply of the following services:

SERVICES

Provision of Third Party HSE Audit will consider full range of HSE related services including: –

  1. Provision of HSE management systems
  2. Provision of HSE standards, policies, procedures, and alignment with industry best practices
  3. Provision of internal HSE training and qualifications
  4. Provision of risk assessments, job safety analysis (JSA’S)and method statements
  5. Provision of infrastructure safety integrity in upstream, midstream, and downstream (Engineering and Mechanical)
  6. Provision of Emergency Response and Disaster management plans
  7. Preparation for and management of audits, inspection, and observations
  8. Contractor management
  9. Monitoring and evaluation
  10. Waste management

  1. Legal compliance

The consultant will be required to provide the following Audit Deliverables;

  • Pre -Audit: Outline audit plan and schedule.
  • Mid-Audit: Intermediate updates of major observations.
  • Post Audit: Final written audit report and exit meeting.
  1. This call for Eol signifies the start of an open, transparent and objective tender process.
  2. The Potential Bidder should be a well-established and reputable company and shall indicate that it is willing, capable, experienced, and competent in supplying the said Services preferably to the Oil & Gas Industries and the Mining Industry. Failure to indicate clearly may result in disqualification.
  3. Potential Bidders must submit information to demonstrate their technical competency and relevant experience. As a minimum, this must include the following:
    (i) No less than five years HSE management experience in the oil and gas industry, incorporating upstream, midstream and downstream operations.
    (ii) Appropriate HSE and Lead Auditor certification, preferably from internationally recognized institutions.
    (iii) International experience in leading audits in the oil and gas sector. (Provide at least 3 letters of reference and a list of clientele together with years worked for each)
    (iv) Excellent command of English language – written and verbal.
    (v) For Tanzania Registered Companies provide Proof of Registration in EWURA’s LSSP Database as a Local Service Provider as defined under the Petroleum (Local Content) Regulations 2017 and compliant with the Petroleum (Local Content) regulations 2017 in all aspects.
    (vi) Current annual returns generated from BRELA Online Registration System.
    (vii) Proven relevant technical capability.
    (viii) Proof of registration with local authorities in Tanzania. Attach Company Registration/Incorporation certificate, Tax Identification Number(TIN) and Value Added Tax (VAT) certificates, Valid Business License, Regulatory licenses and permits or compliance certificate (as applicable).
    (ix) Health, Safety and Environmental. (Provide OSHA compliance certificate for the current year/annual subscription, Evidence of safety management system (should have evidence of reporting system and culture, incident and accident investigation process or procedure, Emergency response plan, NEMC registration (if possible), Fire compliance certificate, Appointment of a HSE professional, Medical insurance cover for employee’s, Company Performance statistics for 3 years and Environmental Policy).
    (x) Current approved ESG policy for international companies (For Local companies this will be an added advantage)
    (xi) Proof of financial capability(provide latest approved audited financial statements for the past 3 years) and a Letter from your Bank.
    (xii) Experienced personnel able to exhibit how best it is able to meet the technical and financial aspects of the audit and its readiness to complete the works within the agreed timeline following award of the contract.
  4. Potential Bidders MUST visit the sites on their own costs between Thursday 11″ May to Thursday 18″ May 2023, upon 2 days’ notice to PAET by writing to the emails provided in this EOl.
  5. All correspondence regarding this enquiry shall be in writing and communicated by e-mail, otherwise the potential bidder may be disqualified from tendering at the sole discretion of PanAfrican Energy Tanzania Limited.
