The Jane Goodall Institute of Tanzania (JGI-TZ) with funding from the United States Agency fat for International Development(USAID) seeks to subcontract a Pastoralism Live hoods to provide technical and professional experience in the development of a strategy and action plan to address biodiversity threats form cattle movement through foresees managed under the land scape Conservation in Western Tanzania project(LCWT).

About Us:
Founded in 1977 the Jane Goodall Institute (JGI) is an International non-governmental organizational that continues Dr.Jane Goodall’s puckering work on chimpanzee ecology and behavior. It’s mission is to promote wildlife conservation, in particular chimpanzee sustainability through research, education and community Western conservation. In Western Tanzania, GI has been supporting a comunityled integrated conservation and development effort known as TACARE in Western Tanzania since 1994. Through the years, multiple donors have worked with JGI Tanzania to advance conversation and sustainable development in this region.

Project Background:
On November 5 2018, the Jane Goodall Institute(JGI) launched the Landscape Conservation in Western Tanzania (LCWT) project funded through a cooperative agreement with the United States Agency and International Development( USAIDI). The project is designed to address the primary threats to natural forest cover and the chimpanzee population in the Gombe Masito Ugalla(GMU) landscape. It aims to protec chimpanzee populations and their habit in Western Tanzania while improving household income from the sustainable use of natural resources and the establishment of microenterprises and private sector partnerships that reinforce conservation behaviors.

The LWCT project scope covers an area of 1,733,283 ha, which is categorized into management zones that include protected areas (Gombe National Parck, Tongwe East, the newly established Established Tongwe West and Masito Local Authority, Forest Reserves and national forest reseves and villages in the landscape covering Kigoma, Uvinza, Mpanda Tanganyika Districts. Tanganyika and mpanda district host Mishamo and Katumba refugee settlements respectively-both of which are transitioning from refugee settlements into formal Tanzania villages.

Objective of the Consultancy:
The consultant will work with project staff, district and regional technical experts to build a batter understanding of the dynamics of livestock as an threat of forest ecosystem in general and to chimpanzees specifically ( either directly or indirectly though habitat loss)in the LCWT landscape. Based on that assessment and experience from other conservation projects the consultant collaboratively develop a strategy and action plan to guide the project in implementing an effective livestock strategy that reduces threatens to chimpanzee habitat in a sustainable fashion.

  1. Conduct a thorough socio cultural and economic assessment of agro-pastoralist utilizing protected forests in the LCWT landscape.
    a. Review the existing relevant Literature and LCWT sponsored surveys conducted to date (2018 and 2021).
    b. Document strategies being used by agro pastoralist’s/pastoralists in the landscape to utilize these forests to support live block house. Including on how they avid control(Law enforcement) and why they refuse to change behaviors.
    c. Visit pastoralist inside forest to conduct detailed assessment discern and map the real owners of the livestock and if possible to reach them to get their views and perspectives include traditional leaders in the assessment.
    d. Build an understanding of agro-pastoralists/pastoralist’s prospective on effort to regulate their practices to be compatible with the sustainable use pf natural resources and the protection of chimpanzee habitat. Identify what they think can and should be done.

2.Work with JGI expect the assets the relative impacts of agro-pastoralist/pastoralists activities on chimps and chimp habitat in protracted forests: Are livestock incursions a bigger threats than substance agriculture in liver line forests (a key chimps habitat)?

  1. Work with LCWT and district and Regional Support (NRM and Livestock) staff and devise a strategy and action plan for reducing the impact of livestock incursions into protected forests and chimp habitat in the LCWT landscape. Identify potential live hood improvement options that could reduce livestock impacts
  2. Provide ongoing periodic support to LCWT in the implementation of the strategy and action plan.

Consultancy Deliverables:
The consultancy will produce:

  1. A work plan and decaling methodologies to be used and activities to be carried out to accomplish the objectives
  2. Report combining a socio-cultural and economic assessment of pastoralist behavior with an assessment of the relative impacts of pastoralists on chimp and their habitat in the LCWT landscape
  3. Collaborative developed strategy and action plan for reducing impact from livestock in the LCWT landscape.
    4.Other deliverables to be specified by LCWT in support of implementation of the strategy and action plan.

Level of Effort
The consultant is expected to complete deliverables 1 to 3 within 60 calender days.

The use of the field numerators to collect qualified data is an acceptable expense.
