- This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P890351-12/21 of 14th December, 2021.
- The Government of the United Republic of Tanzania has received financing from the World
Bank toward the cost of the Roads to Inclusion and Socioeconomic Opportunities (RISE) Project and intends to apply part of the proceeds toward payments under the Contract for Upgrading of (Ipogolo) – Kilolo Regional Road (33.61Km) to Bitumen Standard, Tender No. AE/001/2022- 2023/HQ/W/38. - The Tanzania National Roads Agency (TANROADS) now invites sealed Bids from eligible
Bidders for Upgrading of Iringa (Ipogolo) – Kilolo Regional Road (33.61 km) to Bitumen Standard
for the construction period of 24 months and 12 months Defects Notification Period. - The Works consist of upgrading of the existing gravel surfaced road to Bitumen Standard, reworking the existing 10.5 km double surfaces dressing to Double Bituminous Surface Dressing (DBSD), Construction of Asphalt Concrete Surfacing (SP 12.5), construction of embankment, drainage structures involving bridges, box culverts, pipe culverts as well as pavement layers and ancillary works as stipulated in the Bills of Quantities. The estimated major quantities of works are as follows:
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Fourth Edition, November 2020 (*Procurement Regulations”),
and is open to all eligible Bidders as defined in the Procurement Regulations. - Bidders should note that to qualify for award of the contract they are required to meet certain
minimum qualifying criteria as provided in Section IlI: Evaluation and Qualification Criteria
(without Prequalification Criteria) of the Bidding Document which includes:
(i) Experience as prime contractor they should have successfully completed at least two (2)
contracts of similar nature and complexity within the last ten (10) years, each of minimum value USD 13 million or one contract with minimum value of USD 26 million;
(ii) Average Annual Turnover of USD 25 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years, divided by years;
(iii) Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 5 million; and
(iv) Further details and complete qualification requirements are provided in the Bidding
Documents. - Bidders should also note that the works must be completed within twenty-four (24) months
inclusive of three (3) months mobilization period. - Interested eligible Bidders may obtain further information from The Secretary, TANROADS HO

the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail. - Bids must be delivered to the address below on or before 10:00 A.M. on 31″ May 2023.
Electronic Bidding will not be permitted. Late Bids will be rejected and partial bids, electronic
bids, bids sent by facsimile, bids not received, not opened and not read out in public at the bid opening ceremony shall not be considered for evaluation irrespective of the circumstances. The bids must be submitted in one (1) original and three (3) copies and the outer envelope of the bids must be clearly marked “Bids for Upgrading of Iringa (1pogolo) – Kilolo Regional Road (33.61 km) to Bitumen Standard, Tender No. AF/001/2022-2023/HQ/W/38”. Bids will be publicly opened immediately thereafter in the presence of the Bidders’ designated representatives and anyone who
chooses to attend at the address below on 10:00 A.M. on 31st May 2023. - All Bids must be accompanied by a Bid Security, and in an acceptable form in the amount of
TZS 500,000,000.00 (Tanzania Shillings Five Hundred Million only) or its equivalent in any freely convertible currency. The Bid Security shall be clearly addressed to the Chief Executive Officer, TANROADS, P. O. Box 11364, Dares Salaam. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 148 days after the bids submission deadline. - A combined site visit and pre-bid meeting will be held on 17th April 2023, at 09:00 A.M. at the
offices of the TANROADS Regional Manager’s Office, Iringa Region. The visit will commence at
the Iringa Regional Manager’s Office. - Attention is drawn to the Procurement Regulations requiring the Borrower to disclose
information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice,
