Assignment Title: Provision of Consultancy Services for Review of design documents,
preparation of bidding document, cost estimates and Supervision of proposed Construction of Two
hostels (Male & Female) at Nyang’homango Mwanza Campus.
Reference No: PA/094/WB-HEET-P166415/TZ-TIA-354481-CS-CQS/2022/23/C/07

  1. This request for Expression of Interest follows the General Procurement Notice for this Project
    that appeared in United Nations Development Business (UNDB) Issue No. WB-OP0015674 of
    28.11.2021.
  2. The Government of the United Republic of Tanzania through the Ministry of Education Science
    and Technology (MoEST) has received funds from the World Bank for implementation of
    Tanzania Higher Education for Economic Transformation (HEET) Project and intends to apply part of the proceeds for the Provision of Consultancy Services for Review of design documents, preparation of bidding document, cost estimates and Supervision of proposed Construction of Two hostels (Male & Female) at Nyang’homango Mwanza Campus.
  3. The Consultancy Services (“the services”) intent is to carry out Consultancy in accordance with this Terms of Reference (ToR) including the applicable National Legislations as well as World Bank Policy requirements for the Consultancy Services for Review of design documents, preparation of bidding document, cost estimates and Supervision of proposed Construction of Two hostels (Male & Female) at Nyang’homango Mwanza Campus under the World Bank financed Project [Tanzania Higher Education for Economic Transformation (HEET)]. The total duration for the entire assignment shall be 19.5 months. The estimated professional man-month for the assignment is 46.
  4. The detailed Terms of Reference (ToR) for the assignment are available in the following website www.taneps.go.tz and www.tia.ac.tz . The Consultant will be required to register on the Tanzania National Electronic Procurement System (TANEPS) to be able to participate in this selection process. All requests for clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANEPS https://www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants will be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
  5. The Tanzania Institute of Accountancy (TIA) now invites eligible Consulting Firms
    (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
    A. Core business of the firm and ten (10) years in business.
    B. Relevant similar experience, which should specifically include the below:
    (i) Experience of at least five (5) similar assignments completed in the past 10 years information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of the assignments and the role played in the assignment (Lead or JV partner).
    (ii) Demonstration of experience of work of similar nature executed by the firm within the previous ten (10) years
    C. Technical and Managerial Capability of the Firm
    The Consultant must provide the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).
  6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
    of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  7. Consultants may associate with other firms to enhance their qualifications, but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a Joint Venture (JV), all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
  8. A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
  9. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 16 June, 2023 14:30 Hours East African Time.
