REQUEST FOR EXPRESSION OF INTEREST: BANKING SERVICES FOR EACOP LTD IN TANZANIA REF:10007186
Total Energies East Africa Midstream B.V. (Company} Tanzania, an Oil and Gas company, requires the services of an experienced and reputable organizations to express their interest in providing banking services to the East African Crude Oil Pipeline LACOP} Project in Tanzania.
The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabdale in Hoima District, Uganda, to Changoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 7147 km will be in Tanzania traversing eight (8} regions, comprising Kagera, Geita, Shinyanga, Tabora pingida, Dodoma, Manyara an Tanga, and-27 administrative district councils and 231°Villages. Early Civil Works will be focused on sites in four villages.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Company wishes for open bank accounts in two banks in Tanzania. The accounts will solely be used to process all its domestic payments via electronic transfers. Payments will be made in USD or in TZS, in favor of third-party vendors, local administrations and employees.
The services exclude cross-border payment, petty cash, overdralt, loan, deposil, and other financial instruments.
In addition to the global pricing, consideration will be given to local content, number of branches, competitive FX, commercial assistance, technical support, cutoff and turnaround time, ability to meet requested value date, and bank rating.
And, last but not least, the willingness of the bank to participate in the intended EACOP corporate’s external debt financing.
MINIMUM REQUIREMENTS:
Organizations expressing their interest are invited to document their request with:
- Proof of registration with the Tanzania Revenue Authority and Tax (TRA) Clearance Certificate for the latest year available.
- Brief description of experience and capacity to deliver the required scope of services.
- Compliance with local content regulations 2017 and local company definition.
- Application for registration with the EVVURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended.

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject: to signature of a Nor-Disclosure Agreement (NDA), invitation to submit- pics in furtherance of the call for tender process.
