REQUEST FOR EXPRESSION OF INTEREST

FOR AN INDIVIDUAL CONSULTANT TO DEVELOP A WEBSITE FOR THE EAST AFRICAN COMPETITION AUTHORITY

1.0  Introduction

The EAC Competition Authority (EACA) is one of the institutions of the East African Community (EAC) established pursuant to Article 9 of the Treaty Establishing the East African Community (EAC) and within the framework of Article 75 (1) (i), Article 21 of Protocol on the Establishment of the EAC Customs Union and Articles 33 – 35 of the Protocol on the Establishment of the EAC Common Market Protocol. The EAC Competition Act, 2006 (the Act) provides for the establishment of the EACA.

The EACA is mandated to promote and protect fair trade and ensure consumer welfare in the EAC. EACA actualizes its mandate through several functions including, promotion and enforcement of compliance with the Act as well as receiving and investigating cross-border complaints by legal undertakings and consumer entities. The Authority also promotes public knowledge, awareness and understanding of the obligations, rights and remedies under the Act as well as its duties, functions and activities.

1.1  Rationale

In order to actualize its mandate, the EACA is developing a website to adequately serve several functions for the Authority and its stakeholders. The website will be designed to present a good image of the Authority. It will also allow EACA’s stakeholders, who are digitally literate and exposed, to effortlessly interact with the Authority.

The website will act as the Authority’s first line of communicating the activities, policies and regulations relating to competition policy in the EAC region under the Act.

2.0  Objectives of the assignment

The main objective of this consultancy is to design and develop a website for the EACA.

3.0  Specific Tasks and Scope of Work

The EACA seeks an individual with the relevant expertise to design a comprehensive Website that satisfies the varying needs of its stakeholders; articulates the mandate and embodies the corporate image of the Authority.

4.0 Institutional arrangements

The consultant will work, based at their premises, with regular visits to the EAC headquarters. Office space and limited administrative and logistical support will be provided to the consultant. The consultant will use their own laptop and cell phone. S/he will travel frequently to Arusha for short missions.

The consultant will report to the Deputy Registrar and other designated EAC staff, who will review progress regularly, and will certify delivery of outputs following review by himself/herself. Technical guidance will also be provided by the relevant EAC staff.  

5.0  Qualifications of the Successful Individual Contractor

Qualifications:

  • Bachelors’ degree (or higher) in Computer Science, Information Systems, Information Management or related discipline.
  • A proven track record of 5 years or more post-degree software development
  • Experience with international Project implementation an added asset.
  • Working knowledge of the East African Community or any other Regional Economic Community an added asset.
  • Technical Experience:

Essential:

  • Expert programmer with demonstrated high level technical skills in C+ .NET, ASP.NET and VB.NET. Knowledge of MS SQL, Visual Studio.NET, MS Blend and Microsoft.NET 3.0/3.5/4.5.
  • Proficient in Web Services, XML.
  • Deep knowledge of CSS, HTML, AJAX and JavaScript
  • Able to write clear, concise, well-commented code.
  • Understanding of Internet technologies and development of distributed systems.
  • Knowledge of System Design; Applications Development and Client Server systems.
  • Knowledge of SQL Server and Oracle 11g.

Desirable:

  • Track record of progressively higher responsibility within a software development role.

6.0 Duration of the assignment
The maximum number of days allowable for this consultancy shall not exceed sixty (60) man-days from the date of commencement of the assignment.
