This request for Expression of Interest follows the General Procurement Notice for this Project
That appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of
28.11.2021.

The Dares Salaam University College of Education (DUCE) through the Government of United
Republic of Tanzania has received financing from the World Bank toward the cost of Higher
Education Economic Transformation (HEET) and intends to apply part of the proceeds for
consulting services.

The consulting services (“the services”) include carrying out
i. Review of Design and Rehabilitation Documents, Preparation of Bidding Documents and Cost
Estimates and ii. Supervision of the Construction Building and Rehabilitation Works.

The total duration for the entire assignment shall be 28.5 months from the date of contract signing
while the supervision assignment will be carried out up to the end of defect liability period, the
estimated level of effort is 42.8 professional staff months.

The detailed Terms of Reference (ToR) for the assignment can be found at website
www.taneps.go.tz and www.duce.ac.tz or can be obtained at the address given below Dar es
Salaam University College of Education now invites eligible consulting firms (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. The shortlisting criteria are:

A. Core business and at least 10 years in business
B. Relevant similar experience, which should specifically include the followings:
i. Experience of at least five (5) similar assignments in the past 10 years Information to be provided
should include name of assignments, names and full contact addresses of the clients, contract value
(in equivalent US dollars) and period (dates) of execution of assignments.
ii. Demonstration of experience of work in similar conditions.
C. Technical and managerial capability of the firm

The Consultant must provide the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulations for IPF Borrowers “of November 2020 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
the entire contract, if selected. Therefore, each member of JV shall independently meet the
requirements of the evaluation criteria. The experience, technical & managerial capability of the
Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (0CBS)
method set out in the Procurement Regulations.

Expressions of Interest must be submitted online through Tanzania National Electronic
Procurement System (TANePs) (www.taneps.go.tz ) on or before 05th June, 2023 at 10:00 EAHours. The Client shall not be held liable for any delays due to system failure beyond its control.
Even though the system will attempt to notify the Consultants of any updates, the Client shall not
be liable for any information not received by the bidder. It is the Consultants’ responsibility to
verify the website for the latest information related to this selection process. Expression of Interests
will be opened promptly thereafter through TANePS. Proposal not received through TANePS shall
not be accepted for evaluation irrespective of the circumstances.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information
on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using
the Beneficial

Ownership Disclosure Form as included in the Request for Proposals.
