REQUEST FOR EXPRESSION OF INTEREST: SPECIALIST ADVISORY SERVICES FOR EACOP
Total Energies East Africa Midstream BV. (Company} Tanzania, an Oil and Gas company, invites experienced and re unable Organizations to express their interest in providing specialist Advisory services to the East African Crude Oil Pipeline (FACOR), project.
The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda for the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Ugando, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania traversing eight (8) regions.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES;
The COMPANY requires a number of specialist consultant advisers to support the Project to be implemented in compliance with international financing standards. Advisors are required in the following fields:
- Land Acquisition and Involuntary Resettlement including resettlement planning and implementation; REF number:0010007270
- livelihoods Restoration for linear projects; REF number: 0010007264.
- Social performance Management for major infrastructure projects during construction including gender expertise; REF number:0010007266
- Environment and Human Health, Safety, and Security (EHSS) International Financing Standards requirements for Industrial Projects; REF number: 0010007267.
- Business and Human Rights including undertaking ongoing human rights due diligence for major Projects; REF number: 0010007265.
- Industrial Relations Advisory; REF number: 0010007 269.
- Vulnerable Ethnic Groups Self identifying as Indigenous Peoples with experience of achieving FPIC: REF number:0010007268.
Each individual adviser should have:
- At least 20 years’ professional experience in their field of expertise:
- Professional experience of Major linear Projects in the context of land-based livelihoods.
- Professional experience in several different countries including in East and Southern Africa,
- Provided advisory services to Projects financed by development banks, commercial banks and export credit agencies including equator principles financial institutions,
- Experience of undertaking and managing lender’s environmental and social due diligence Processes and audits (land acquisition, social performance, and livelihoods).
- Experience of working with government bodies to achieve international financing standards (on land acquisition and livelihoods restoration,
- professional experience of strategic advisory roles for major linear and upstream oil and gas Projects in East Africa would be beneficial
- Ability to travel to Tanzania and Uganda on a regular basis.
MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with: | a
- Proof of registration with the Tanzania Revenue Authority and Tax (TRA) Clearance Certificate for the latest year available.
- Brief description of experience and capacity to deliver advisory services in the field indicated above,
- CV and profiles of key personnel indicating their relevant experience.
- Application for registration with the EWURA Local Supplier Service Provider (LSSP| database at the time of submission of the response to this expression of interest is strongly recommended.
- Compliance with Local Content Regulations, 2017 and Local Company definition.
