ASSIGNMENT TITLE: Provision of consultancy services to conduct Training Needs Assessment (TNA)

  1. This request for expression of interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) online Issues No. 1704 of 4th April 2022.
  1. The Government of the United Republic of Tanzania has received financing from the World
    Bank for the implementation of the Tanzania Land Tenure Improvement Project under Ministry of Lands, Housing and Human Settlements Development, and it intends to apply part of the proceeds for the payments of consulting services to undertake Provision of Consultancy Services to Conduct Training Needs Assessment (TNA). The Project Development Objectives is to strengthen the National Land Administration system and increase tenure security in selected areas for both men and women.
  2. The consulting services (“the Services”) involve carrying out Assessment of Training Needs in
    The Land Administration Institution for Capacity Building Purposes Under The Land Tenure
    Improvement Project – (LTIP); Study the MLHHSD and its Institutions (ARITA and ARIMO),
    provide a report of the current skill level and capacity of the staff; including those staff in LGAs, Land and Housing Tribunals; Identifying a skill/knowledge gap analysis; Assess training options based on the following criteria/categories; Solution to an immediate problem – focus on hanging fruits or much-needed staff for immediate training to take up tasks and to be trained immediately to support the ongoing project LTIP. A handful mix of good key staff (male & female) would surface to start with; Technical competence/ compliance – Identify areas of competence required for compliance to the project to the whole Ministry and beyond; Time and Cost – Derive training value-based indicators for use in both; the short and long time about cost-effectiveness and time to be spent to achieve intended results; Prepare and provide a clear guidance plan on how to meet the project objective; Assess training needs based on the established skills gap and develop a five-year training plan to be implemented under LTIP: Make a separate annual plan for each cadre of the five-year plan with a budget proposal and Report the findings from the training needs assessment results analysis, the report should include a summary of why and how the assessment was completed, the methods used, the people involved, and the training recommendations with a projected timeline.
  3. The duration for the entire assignment shall be One Hundred and Twenty (120) days from the
    contract signing date.

    clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS – https://www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest.
  5. The Ministry of Lands, Housing and Human Settlements Development now invites eligible
    consulting Firms (“Consultants*) to express their interest in providing the above-mentioned
    services. Interested Consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
    a) Core business and 10 years in business.
    b) Relevance similar experience as specified below,
    (i) Experience of at least 2 similar assignments in the last 10 years in the field which shall include but not limited to experience in conducting Guidance Note studies. Information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignment and the role played in the assignment (Lead or JV partner); and
    (ii) Demonstration of experience of work in similar conditions in developing countries. c) Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV’S of staff since key experts will not be evaluated at the shortlisting stage). The shortlisting criteria are i) Core business of the firm and the number of years in business (ii) Experience of at least 2 similar assignments in the last 10 years in the field which shall include but not limited to experience in conducting SEA/EA studies. Information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignment and the role played in the assignment (Lead or JV partner) (iii) Demonstration of experience of work in similar conditions in developing countries. (iv) Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV’S of staff since key experts will not be evaluated at the shortlisting stage)
  6. The attention of interested Consultants is drawn to Section IlI, paragraphs, 3.14, 3.16, and 3.17
    of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, dated
    November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  7. Consultants may associate with other firms to enhance their qualifications but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.
  8. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS)
    Method set out in the Procurement Regulations.
  9. Interested consultants may obtain further information at the address below during office hours from 08.00 to 15.30 hours Local time Monday to Friday except public holidays.
  10. Expressions of interest must be submitted through Tanzania National Electronic Procurement
    System (TANePs) (www.taneps.go.tz ) on or before 12 May, 2023 at 11:00 Hours East African
    Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePs.
