TENDER NO: AE/001/2022-23/HQ/C/07

The Government of the United Republic of Tanzania has received financing from the World
Bank toward the cost of the Tanzania Transport Integration Project and intends to apply part of the
proceeds for Consulting Services for Design Review and Supervision for Rehabilitation and
Upgrading of Iringa Airport, Tender No: AE/001/20221-23/HQ/C/07.

  1. The Iringa Airport is located in Iringa Region, with a tarmac-surfaced runway oriented at 02/20
    having a total length of 1679meter and 30 meters wide, with PCN 15/F/B/Y/U and taxiway and an
    apron surfaced by tarmac. The Airport (IATA: IRI, ICAO: HTIR) is currently serving domestic
    flights and is located about 17 kilometres northeast of Iringa Municipality. The aerodrome is
    elevated at 4678FT AMSL and the reference temperature is 24.3°C.
  2. The Consulting Services (“the Services”) include Supervision for the Construction of the
    Terminal Building at Iringa Airport. The professional staff to be provided by the Consultant is
    estimated at 128.5 person-months. The time frame for execution of the assignment is 18 months of
    supervision of Construction of the Passenger Terminal Building, Access road and Car parking and
    12 months of Defects Liability Period. The expected start date of the assignment is May 2023.

  4. Within this context, the Consultant shall be entrusted with the following responsibilities as
    described in the Terms of References (TOR) for the Assignment:
    a) Design review of the Passenger Terminal Building which includes a tower cabin at the top and
    MET facilities.
    b) Review of design drawings and update where necessary and advice the client on possible
    changes or conflicts.

Design Review of access road and car parking.
d) Supervision of the works contract to ensure that the works comply with the approved design,
drawings, specifications, conditions of contract and sound engineering practice.
e) Supervision of maintenance activities during the Defects Liability Period.

  1. Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of
    Works and Transport now invites eligible Consulting Firms (“Consultants”) to indicate their
    interest in providing the Services. Interested Consultants should provide information demonstrating
    that they have the required qualifications and relevant experience to perform the Services. The
    shortlisting criteria are:
    (i). Core business of the firm and years in business,
    (ii). Experience on similar assignments in the last ten (10) years,
    (iii). Experience in undertaking similar assignments in Africa or developing countries, and
    (iv). The technical and Managerial capability of the firm (provide only the structure of the
    organization, general qualifications and number of key staff. Do not provide CVs of staff. key
    experts will not be evaluated at the shortlisting stage).
  2. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
    of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020
    (*Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. Consultants may associate with other firms to enhance their qualifications but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
    case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
    the entire contract, if selected.
  4. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
    method set out in the Procurement Regulations.

  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose
    information on the successful Consultant’s beneficial ownership, as part of the Contract Award
    Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
