REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

1. This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th  June 2022.

2. The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Project Accountant No. 1, Tender No. AE.001/WB-TanTIP- P165660/304094/2021/22/C/10.

3. The Consulting Services (“the Services”) include taking responsibility for organizing and coordinating the financial management activities including improving the financial process and producing detailed financial statements. The Accountant will also enhance capacity of TANROADS staff through implementation of projects under Tanzania Transport Integration Project (TanTIP). The timeframe for the execution of this assignment is 24 months.

4. The detailed Terms of reference (TOR) for the assignment are available on the following website wwww.taneps.go.tz. The Consultants will be required to register on the TANePS to be able to participate m this selection process. All requests for clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS – https. www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and Transport now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

 Academic qualifications and training

(i) The Consultant must have a minimum of a Degree in Accounting/Finance or Business Management.

(ii) Master’s Degree in Accounting or Finance or Business Management or Chartered Accountant or fully qualified CPA’ACCA will be added advantage.

5) Professional experience:

(i)She/he must have a minimum of three years of work experience in government Entities and ‘or Donor-funded Projects in the area of financial management.

(ii) Financial management work experience in the World Bank’ADB/UN Agency or other development partner funded projects will be added advantage.

(iii) She/he must have acquired experience, knowledge and be familiar with project planning, procurement process and financial management; and

(iv) Computer proficiency m standard office applications, excellent communication, interpersonal and team working skills

 Language and regional experience requirements:

(i) Must have a working experience of at least three (3) years in Developing Countries; and

(ii) Proficiency in written and spoken English is mandatory.

6. The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (‘Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7, A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020, (“Procurement Regulations”).

9. Expressions of Interest must be submitted through the Tanzanian National Electronics Procurement System (TANePS) web-based link http:’www.taneps.go.tz on or before 10:00 hours local time on 10th August, 2022 and the Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process.

Expression of Interests will be opened promptly thereafter through TANePS.
