  1. This request for expression of interest follows the General Procurement Notice for the Tanzania
    Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on
    14th June 2022.
  2. The Government of Tanzania has received financing from World Bank towards the cost of the
    Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for
    Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Road Safety
    Engineer, Tender No. AE.001/WB-TanTIP-P165660/298079/2021/22/C/05.
  3. The Consulting Services (“the Services”) include involve initiating and carrying out timely and
    efficient monitoring of the compliance of road safety issues. The Road Safety Engineer will
    enhance capacity of TANROADS staff through implementation of projects under Tanzania
    Transport Integration Project (TanTIP) which comprises of rehabilitation of Mtwara Mingoyo –
    Masasi (201 km), Rutukila – Songea (100 km), Lusahunga – Rusumo (92 km) and Upgrading of
    Iringa Msembe (104 km), Rehabilitation and Improvements of Regional Airports of Tanga, Iringa
    and Lake Manyara. The timeframe for the execution of this assignment is 12 months renewable
    upon satisfactory performance.

  5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and
    Transport now invites eligible individual Consultants to indicate their interest in providing the
    Services. Interested Consultants should provide information demonstrating that they have the
    required qualifications and relevant experience to perform the Services. Such information may
    include updated detailed CV duly signed and copies of academic, testimonial, and professional
    certificates. The interested Consultants should have the following qualifications and experience:
    • (i) Must have a working experience of at least three (3) years in developing countries and
    • (ii) Proficiency in written and spoken English is mandatory. a) Education:
    • (i) The Road Safety Engineer must be a registered professional Civil Engineer with a Bachelor
    • Degree in Civil Engineering.
    • (ii) A Postgraduate qualification in Transport/Highway Engineering will be an added advantage. b) Working experience:
    • (i) He must have at least eight (8) years cumulative experience in the implementation of road
    • development projects, out of which five (5) years working experience in the field of road safety
    • improvement including undertaking road safety audit/Inspection to identify safety inadequacies in
    • road design, construction, develop safety mitigation measures and inspect the road newly
    • completed road.
    • (ii) She/he must have undertaken at least 5 Road Safety Audits (RSAs) as a RSA Team member
    • within the last 10 years. C. Language and regional experience:
  6. The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition
    November 2020 (*Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  7. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (*Procurement Regulations”).
