REQUEST FOR EXPRESSIONS OF INTEREST

TENDER NO: AE.001/2022-23/HQ/C/04

  1. The Government of the United Republic of Tanzania has received financing from the World
    Bank towards the cost of the Tanzania Transport Integration Project and intends to apply part of the proceeds for Consulting Services for Design Review and Supervision of Upgrading of Iringa -Msembe (104 Km) to Bitumen Standard, Tender No: AE.001/2022-23/HQ/C/04.
  2. The Iringa – Msembe Road the Regional road located in Iringa Region linking the Iringa
    Regional Headquarters with the Ruaha National Park at Msembe. The whole road is located in
    Iringa District traversing in the western direction from Iringa Municipality off the Iringa – Dodoma Trunk Road T005 at the Samora Roundabout through Kalenga, Nzihi, Kidamali, Nyamahanga, Idodi, Mapogolo and Tungamalenga Villages ending up at Msembe (Ruaha National Park).
  3. The Consulting Services (“the Services”) include the Supervision of Upgrading of Iringa –
    Msembe (104 Km) to Bitumen Standard for the duration of 52 months including twelve (12)
    months of Defects Notification Period, deploying about 329 professional staff months.

  5. Within this context, the Consultant shall be entrusted with the following responsibilities as
    described in the Terms of References (TOR) for the Assignment:
    (a) Carrying out the design review and supervision of civil works and ensure compliance with the approved design, drawings, specifications, conditions of contract, approved Works Programmes and sound engineering practice;
    (b) prepare comprehensive reports in each on the Environmental and Social Management Plans (ESMP) and provide annual reports on measures adopted for the safety of the Project roads, sensitization of local population on HIV/AIDS, STI, TB, and Gender issues; (c) review of the proposed traffic deviations during construction period for the purpose of ensuringthat the proposed traffic arrangement results into minimal disruption to the public; (d) preparation of the Final Completion Report (FCR) and “as-built-drawings” for all completed civil works along the Project Corridor; and (e) Carry out supervision of activities during the Defects Notification Period.
  6. Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of
    Works and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
    (i). Core business of the firm and years in business,
    (ii). Experience in similar assignments in the last ten (10) years,
    (iii). Experience in undertaking similar assignments in Africa or developing countries, and
    (iv). The technical and Managerial capability of the firm (provide only the structure of the
    organization, general qualifications and number of key staff. Do not provide CVS of staff.
    Key experts will not be evaluated at the shortlisting stage.
  7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
    of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  8. Consultants may associate with other firms to enhance their qualifications, but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  9. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
    method set out in the Procurement Regulations.

  11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose
    information on the successful Consultant’s beneficial ownership, as part of the Contract Award
    Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
  12.
