Description

UNICEF Tanzania is requesting the support of the Government of the Republic of Korea through KOICA to implement a project for “improved maternal and newborn health care through strengthening of blood transfusion and comprehensive emergency obstetric and newborn care (CEmONC) services in Dodoma Region, Tanzania”. The proposed four years project will build on UNICEF and KOICA continual support and strong commitment to the Government of Tanzania in improving maternal and newborn health and survival in the country.

The overall goal of the proposed project is to contribute to improved maternal and neonatal health that will subsequently contribute to the reduction of neonatal and maternal deaths in Dodoma region by addressing some of the key underlying factors discussed earlier. The project will improve readiness and utilization of quality comprehensive emergency obstetric and newborn care (CEmONC) and blood transfusion services in Dodoma Region, Tanzania. Specifically, the expected results of the project are (1) Increased utilization of quality CEmONC services at strategic CEmONC health centres in the four target districts; (2) Improved capacity of health workers in strategic CEmONC health centres in 4 target districts to provide quality CEmONC services; and (3) strengthened safe blood transfusion system to support CEmONC services in Dodoma region.

The project will upgrade four strategically located high volume health centres in four districts to be able to provide quality comprehensive emergency obstetric and newborn care (CEmONC), as well as establish the zonal blood transfusion centre so that women do not have to travel too far for life saving interventions such as cesarean section or blood transfusion in accordance with the World Health Organization process standard. The four strategic CEmONC health centres and the blood transfusion centres will be provided with equipment necessary for provision of the desired care. Furthermore, health workers from CEmONC health centres will be trained and receive hand-on-experience through attachment at Dodoma Regional Referral Hospital and other high volume CEmONC health facilities.

UNICEF will work closely with Local Government Authorities, key sectoral ministries and selected non-government organizations in delivering the proposed results.

Objectives of the Consultancy Service

The services to be rendered by the consultancy service under this ToR are aimed at providing Technical Assistance to UNICEF in the review of the existing design & drawings issued by MOHCDGEC, President’s Office Regional Administration and Local Government (PORALG), government of the United Republic of Tanzania and preparation of additional drawings including detailed item wise BOQs for the construction of CEmONC Center buildings and associated infrastructure works.

The objectives of the consultancy services are;

  1. To review the existing drawings issued by the MOHCDGEC, PORALG and produce final copies (list of existing drawings, missing drawings, drawings to be prepared and comments by UNICEF engineer attached – Annexure 2);
  2. To prepare additional design drawings (Architectural, Structural, Electrical, Plumbing & Utilities drawings);
  3. To prepare Technical Specifications, Bill of Quantities (BoQs) and full set of design reports necessary for the implementation of the project, and;
  4. To prepare engineer’s cost estimates based on current market values for the works at different project sites.

Scope of Service (SOS)
The scope of service under this ToR consists of the provision of consultancy services as mentioned in the objectives necessary for the “Construction of buildings and the associated infrastructure works for the CEmONC sites” in Dodoma region.

The selected consultancy firm will have to liaise with the Architect at MOHCDGEC, PORALG and the relevant officials of the respective District Councils and any other related organization/firm to collect necessary information for the work. The AutoCAD version of the existing drawings can be collected from the concerned Architect of the PORALG.

The project includes amongst other the following main activities.

  • Maternity cum theatre building
  • Outpatient department (OPD) building
  • Staff house
  • Toilet & shower block (VIP pour flush) with two toilets
  • Incinerator
  • Maternity waiting room
  • Maternity ward/block
  • Placenta pit
  • Laundry block
  • Elevated water tank (6-meter-high) with 10,000 liters simtank including pumping arrangements and all necessary connections/fixtures.

The design and preparation of all necessary documents shall be carried out in accordance with existing guidelines of the country and the generally accepted standards of professional practice, following recognized engineering procedures and standards. The consultant’s scope of work is to cover all activities necessary to accomplish the stated objectives of these services, while adhering to best practices of the profession, whether or not a specific activity is cited in this ToR.

the scope of services shall include all the services necessary to achieve the objectives described above and in doing so, the consultant shall execute all following tasks:
