REQUEST FOR PROPOSAL :

CONSULTANCY TO DEVELOP THE NATIONAL GATEKEEPING
GUIDELINES FOR CHILDREN IN ALTERNATIVE CARE.

BACKGROUND
SOS Children’s Villages Tanzania (SOS CV TZ) is an, independent non-governmental social development organization, affiliated to SOS Children’s Villages International, working in the spirit of the United Nations Convention on the Rights of the Child (UNCRC). Our mission is to build families for children in need and helping them shape their own futures. The work of SOS Children’s Villages in Tanzania (SOS CV TZ) began in 1991 in
Zanzibar, and later spread to mainland in Arusha, Dar es Salaam, Mwanza and from2017 The organization extended its Programs to Iringa and Mufindi

Our flagship services as a child development organization include Care, Education and Health. Under Care we work with and for children who have lost parental care in the different Care settings including Family like -Care, Kinship and Foster Care, We also focus on building capacities of families and communities to better respond to the needs of children who are at-risk of losing parental care through Family Strengthening Program and Advocate for Quality Care and protection of most vulnerable children.

SCOPE AND PURPOSE OF THE ASSIGNMENT
Through its 2030 Strategy, SOS Children’s village focus on the Innovation of Alternative Care in Tanzania by promoting knowledge and practice on different range of care Options. The current Alternative Care Practice indicates that, Children in need of Alternative Care are mainly cared under Institutional Care which is contrary to the Law of the Child Act of 2009 and the UN Guidelines for Alternative Care of Children. Both Laws emphasize on family based care as the best care model for effective child growth and development and that Alternative Care should be considered when it is necessary and suitable for that particular child based on their best interest. Development of Gatekeeping guideline therefore, will provide a framework for ensuring the best Care option is provided in line with the Best Interest of the child and as per agreed standards and procedures

The Gate Keeping Guideline will consider but not limited to the following
Specific Objectives; Clarifying the Meaning of Gate Keeping in Tanzania Context. Available Alternative Care Options in Tanzania SOP for admitting children into different Care Options
I.Clarifying the Meaning of Gate Keeping in Tanzania Context.
II. Available Alternative Care Options in Tanzania
III. SOP for admitting children into different Care Options
IV. Determination for Best Interest of the Child and Participation in decision Making
V. Conducting Review of Necessity and Suitability of existing Care Setting
VI. Standard Case Management Principles & Processes
VII. Principles and standards for Re unification of children with their family of origin
VIII. Key Consideration for Re integration of children in the Community
IX. Guidelines for Follow ups for integrated children
X. Care Monitoring Guide and Standard for supporting after Care
XI. Consideration for termination of services in different Care Settings
XII. Standard for Referral from one Care Setting to Another.
XIII. Role of SOS, Government and Partners in Gatekeeping

TASK
The assignment of the consultant is to prepare together with the involvement of SOS Children’s Village staff and the Social Welfare Department the National Gatekeeping Guideline as outlined above and must consider the following steps: Presentation of Inception report, budget and timelines for Implementation of Activity. Plan and design the data collection process Identify the main literature to be reviewed (National and
International) Conduct Consultation meetings with SOS Program staff and Social Welfare for their inputs Prepare and Present draft Guideline for Review and Inputs Produce and Present hard and soft copies of the Final Guideline Document in a well-structured format using rights-based language.

Profile of the consultant
The Prospective consultant must Poses the following;
• Extensive Knowledge and skills of National and International Policies on Alternative Care and Protection of Children
• proven competency and experiences in development of Social Policies and Guidelines
• proven competency and experience in conducting child rightsresearch
• a good understanding of community development work and the social welfare system in Tanzania
• proven experience in participatory research methods
• excellent analytical, research and report writing skills
• good facilitation and interpersonal skills
• a social science background or related field background
• knowledge of the out-of-home care system in Tanzania and
• knowledge of the SOS Children’s Villages Organisation

TERMS AND CONDITIONS
The study will take 4 weeks; Payment will be made in three installments – 40% upfront upon delivery of the Approved inception report and signing of the Contract; 40% upon receipt of the draft Guideline and 20% upon submission of the Gatekeeping Guideline Document.
