BOREHOLE DRILLING SUPERVISOR/CONSULTANCY FOR FUKAYOSI SECONDARY SCHOOL – BAGAMOYO DISTRICT COUNCIL: FUKAYOSI WARD

TERMS OF REFERENCE (ToR)

The Good Neighbors Tanzania is a non-governmental organization established in 2005 to make the community place without hunger, where people live together in harmony. Its head office is located in Tanzania Dar es Salam. GNTZ main core values focus on responding to all calls for help, regardless of ethnicity, religion, belief, or nationality, prioritize children’s rights, support the development of each person, family and community in order to encourage independence.

GNTZ has allocated funding for implementation of drilling of the water infrastructure project in Fukayosi CDP specifically Fukayosi secondary school, located at the Bagamoyo District Council-Fukayosi ward. The GNTZ intends to use a part of the funding to engage the consultancy to oversee/plan the entire process from initial up to the completion of the project.

GNTZ now invites applications from qualified borehole drilling site supervisors/consultant firm for the above position. The position will be based in Fukayosi Secondary School located in Fukayosi ward-Bagamoyo District Council

Objectives
Acquire highly experienced professional’s consultant in drilling programs, well design, downhole pumps, fluid handling, drill pads, geology, and reservoir engineering to provide both drillings consulting as well as on-site supervision to minimize risk during the most important phases of the project.

Project duration:
3 – 4 months

Roles and responsibilities of the consultancy

1. Organizing meetings with the GNTZ project coordinator, District Executive Director, and any responsible department before the commencement of the project to familiarize each other and have a common understanding of the project.
2. Site visitation to the proposed area, proposed points for drilling, conduct environmental impact assessment before the project commencement
3. Prepare BOQ, boreholes design if applicable and any necessary documents for the advertisement of the project to the public
4. To oversee the work of drilling operators, as well as work closely with management to develop operational plans.
5. Guiding the implementation of the contract in relation to the quality of work and financial issues in a professional manner, and to advise the Client when the need arises.
6. Verify the Contractors progress reports and certify on behalf of the Client the payments to the Contractor.
7. Make regular reports to the drilling superintendent on the progress of operations
8. Implementing steps for reducing environmental depletion due to drilling operations
9. Generally, check that the construction work is carried out in accordance with the contract, in particular, the Technical Specifications

Reporting
In all matters related to the assignment, the consultant firm will work with the Project Coordinator from Good Neighbors Tanzania – HO and progress will be reviewed by the Managing Director and Country Director of Good Neighbors Tanzania.

Application Process
Both Technical and Financial proposal should be sealed separately in the two separate envelope, one envelope marked as “Technical Proposal” and another envelope marked as “Financial Proposal”. The two envelopes should be put in one sealed envelope with the tittle of the proposal requested as shown on this ToR.
The Technical and Financial proposal should include the following content,

1. The Technical proposal. The proposal should definitely reflect or consist of the following elements:
    Company Profile and Certificates (Business License, TIN or VAT certificate, Certificate of Registration or Incorporation and Tax clearance certificate).
    Study experience and capability (Attach contract or Local purchase order for at least 5 experiences from different clients in same field).
    Consultant firm should submit a detailed methodology, work plan and timeline as part of their proposal, which will include an explanation of how the consultant work will be done.
    Recent dully Audited Account for year 2019 or 2018.
    Bank statement from April to June 2020
    Qualified personnel (Attach CVs of two personnel with Qualification as indicated to this ToR)

Required Qualifications/Skills
i. A master’s degree in hydrogeology, geology or a bachelor’s degree and at least seven years of practical experience in drilling siting, supervision and contract management
ii. Hands-on contract and day-to-day management of drilling contractors
iii. Demonstrated practical experience in the deep groundwater development from sitting up to drilling;
iv. Demonstrated excellent command of spoken and written English. Fluency in Swahili is requested; and

General professional experience
i. At least 5 years demonstrated experience in the field of drilling deep boreholes and able to provide evidence and contact references
ii. Extensive experience regarding groundwater provision for rural water supplies in Tanzania Country (technologies and implementation approaches)
iii. Proven experience of engaging with different stakeholders (Government, development partners, NGOs, private sector).

Specific professional experience
i. Minimum of 4 years conducting borehole drilling supervision in any part of Tanzania Region. Drilling supervision records from any area in Bagamoyo District Council will add value.
ii. Excellent communication and report writing skills.

2. The Financial Proposal: The proposed budget including fees related to this work.

Submission, Receipt and Opening of proposal
i. The completed Technical and Financial Bids must be delivered at Good Neighbors Tanzania (Dar es Salaam) on or before 10:00AM, 16th September 2020. Any proposal received after the closing time for submission of proposal shall be returned to the respective consultant unopened.
ii. Consultant firm should submit a sealed proposal properly addressed to “THE SECRETARY TENDER BOARD –GOOD NEIGHBORS TANZANIA; P.O. Box 33104, DAR ES SALAAM. And clearly marked as follows:
“BOREHOLE DRILLING SUPERVISOR/CONSULTANCY FOR FUKAYOSI SECONDARY SCHOOL – BAGAMOYO DISTRICT COUNCIL: FUKAYOSI WARD NOT OPEN BEFORE 16/9/2020AT 10:00AM.”
iii. After the deadline for submission of Proposals, the Technical Proposal shall be opened immediately by the opening committee while financial proposals shall be opened thereafter on the same day.
