Background

The World-Wide Fund for Funder (WWF) through the forest program has been promoting, scaling up, and maintaining areas under Sustainable Forest Management (SFM) in four districts of Kilwa, Rufiji, Tunduru, and Namtumbo. With the support from WWF, Mpingo Conservation and Development Initiative (MCDI) over the past 20 years has managed to put about 500,000ha of forest under SFM through Community Based Forest Management (CBFM) in over 45 villages. Out of these, 200,000ha of Village Land Forest Reserves (VFLRS) in 15 villages are certified under MCDI’s Forest Stewardship Council (FSC) group certificate, the only of its kind in Africa. Moreover, villages supported by WWF through MCDI have been empowered to generate TZS 1.6 billion ($ 760,000) through sales of hardwoods timber. Part of the collected revenue has been reinvested in forest management activities and the remaining fund put on community development projects and enterprises.

Despite the extensive revenue gains attained by communities from sustainable harvesting, limited financial management including investment skills amongst communities has accounted for short-lived financial balances in turn leading to reduced finance to support community-led projects and forest conservation work. Limited continuous support to manage community forests provides loopholes for illegal logging and massive encroachment as Village Natural Resource Committees (VNRCs) lack regular support to undertake forest patrols. In the same sense, village governments tend to luck progressive flaws to implement community-level social projects and support individual community members on livelihood matters.

It is based on this background; WWF Forest Program intends to recruit a consultant to facilitate the development of a community-based forest financial management manual and income diversification frameworks for the communities managing their forests under the Community Based Forest Management (CBFM) scheme.

Objective of the consultancy

The overall objective of this assignment is to facilitate the development of a community-based forest financial management manual and income diversification frameworks for the communities that manage their forests. Specifically, the consultant will 1. Undertake an analysis of the financial streams and revenues from community timber harvests and the expenditure models. 2. Develop a financial management manual for communities with village forests reserves in the Ruvuma landscape 3. Develop an income diversification framework for the CBFM communities in the landscape.
