Assignment Title: Contract Supervision Consultant for Dar es Salaam Water Loss Reduction Performance Based Contract (WLRPBC) Reference No. (as per Procurement Plan): TZ-DAWASA-l 18436-CS-INDV

The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include contract supervision activities of a Water Loss Reduction Performance Based Contract (WLRPBC) in Dar es Salaam. The objectives of this assignment are to support Dar es Salaam Water and Sewerage Authority (DAWASA) with: tendering, procurement and contracting processes of the PBC; managing the PBC through an objective assessment/review of the performance of the PBC Contractor to facilitate the best possible project outcome; and building contract oversight supervisory capacity in the Utility.

The Scope of Work of the proposed assignment is as detailed in the TORs but essentially includes providing support to DAWASA in: preparing a prequalification evaluation report; preparing BDs and reviewing the bids; preparing an oversight/support plan for the duration of the WLRPBC; providing technical and programmatic advisory services on WLRPBC compliance, quality control and monitoring; approval of 0A and DMA designs and commissioning as well as approval of the baseline assessment for each DMA; estimating types and quantities of interventions required to achieve the water loss reduction targets for the rest of the system based on the experiences of Phase II A of the WLRPBC (20-30% of total project area) and supporting the Utility in negotiations with the WLRPBC Contractor on the performance-based lump-sum remunerations of Phase II B; mining on PBC compliance, quality control and monitoring and coordination of a small DAWASA team which is dedicated to supervising the PBC under the guidance of the Supervision Consultant (note: when the Supervision Consultant is not on site. the DAWASA team is supposed to conduct the supervision, while the Supervision Consultant will be available for backstopping; while, the Supervision Consultant remains accountable for the entire contract period); and execute ancillary activities as are required to achieve the objectives of the assignment as the Utility shall request from time to time.

The Contract supervision Consultant should hold a Technical University degree in either Water and Sanitary Engineering, Civil Engineering, Environmental Engineering or Hydraulic Engineering and shall have demonstrated successful experience in Non-Revenue Water and/or Water Loss Reduction projects. S/he should have at least 10 years of experience in water supply in similar country Contexts with demonstrated experience in

NRW/WLR issues and quality of network management. The Consultant should have experience in supervision and quality control of distribution network development. Specific expertise on designing NRW/WLR projects and in PBC projects will be an added advantage. The Consultant should have practical experience in the use of spreadsheets, project monitoring and oversight, the IWA Water Balance, field measurement techniques related to NRW/WLR and component analysis tools.

Vote: The term ‘Contract Supervision Consultant’ corresponds to ‘Supervision Consultant’ used in the WB Standard Procurement Document (SPD) for Water Loss Reduction Performance Based Contract (draft 2018). This Consultant is responsible for supporting the utility in managing the WLRPBC but does not include construction supervision work, which is done under a separate assignment.

The Dar es Salaam Water and Sewerage Authority (DAWASA) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: qualification and experience of the Consultant in the field of assignment.

Only individual consultants should apply for the assignment. Finns are not allowed to apply.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank‘s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”). setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance to section V, paragraph 5.1 to 5.6 of the Consultant Guidelines based on the relevant qualification and experience to carry out the assignment. The Employer will then negotiate a contract with the selected individual consultant including terms and conditions of the contract, reasonable fees and other expenses.
