Provision of Consultancy Services for the Set up of the Data Protection Authority
Expression of Interest

1. This invitation for expression of interest follows the General Procurement Notice (GPN)
   which appeared in 42 Issue no. 42 dated 18/08/2022.
2. The Ministry of Information Communication and Information Technology received/
   has applied for/intends to apply for a credit from the WORLD BANK towards the cost of
   DIGITAL TANZANIA PROJECT and it intends to apply part of the proceeds of this credit
   to cover eligible payments under the contract for Provision of Consultancy Services for the
   Set up of the Data Protection Authority.
3. The Ministry of Information Communication and Information Technology now invites
   eligible Firms to indicate their interest in providing the services which include Framework
   for the Personal Data Protection Commission (PDPC) and set up the appropriate/adequate
   systems for an effective PDPC that is compatible and interoperable with similar institutions
   around the globe
4. Interested Firms must provide information indicating that they are qualified to perform
   the services by submitting consultant’s profile, description of similar assignments,
   experience in similar conditions, availability of appropriate skills among staff, etc.
   Consultants may associate to enhance their qualifications.
5. A consultant will be selected in accordance with the procedures set out in the Public
   Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government
   Notice No. 446 (hereinafter called Procurement Regulations).
6. Selection will be conducted through the Quality and Cost based selection procedures
   specified in the Public Procurement Regulations.
7. Interested eligible consultants may obtain further information from the office of the
   P.O.BOX 677 40470DODOMA, [email protected] from 09:00-15:00 on Mondays to
   Fridays inclusive except on public holidays.
8. Expressions of Interest (EoI) must be electronically submitted in the proper format, at or
   before 25/05/2023, 11:30
9. Late Expressions of Interest shall not be accepted for evaluation irrespective of the
   circumstances.
