This invitation for Expression of Interest (Eol) follows the General Procurement Notice for the South West Indian Ocean Fisheries Governance and Shared Growth program – SWIOFish that was published in the Development Business, issue No. WB 4892 of October 2015 and Taneps 2020/2021.
The Government of the United Republic of Tanzania has received a Credit from the International Development Association (IDA) towards the cost of the South West Indian Ocean Fisheries Governance and Shared Growth [SWIOFish] Program and intends to apply part of the proceeds for consulting services.
The objective of this assignment is to provide technical support to the Ministry of Livestock & Fisheries in reviewing the existing Artisanal Small and Medium Pelagic Fishery Management Plan of 2013 and preparing a revised, comprehensive five-year management plan that will improve the overall management, productive utilization, and conservation of small and medium pelagic fisheries resources.
The Ministry of Livestock and Fisheries (MLF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants Should provide information indicating that they have the required qualification and relevant experience to perform the services. The shortlisting criteria are: Previous experience in developing fisheries management plans and knowledge of FAO ecosystem approach to fisheries (EAF), Previous experience managing teams in the execution of complex consultancy assignments involving diverse stakeholder and technical consultations, Working knowledge of the institutional, socio-cultural, economic, ecological, and governance context of the fisheries sectors in Mainland Tanzania and Zanzibar, Knowledge of small pelagic fisheries management in Zanzibar (shared stocks) and availability of appropriate skills among staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers; January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub- consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection [CQS]
method set out in the Consultant Guidelines.
