CONSULTING SERVICES FOR PREPARATION OF FEASIBILITY STUDY FOR DEVELOPMENT OF A FUTURE WATER SOURCE FOR DAR ES SALAAM PHASE II

- This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in TANePS website dated 1st July, 2020.
- The Government of the United Republic of Tanzania has set aside funds for the operation of the Dar es Salaam Water Supply and Sanitation Authority during the financial year 2020-2021. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the consulting services for preparation of feasibility study for development of a future water source for Dar es Salaam Phase II.
- The Dar es Salaam Water Supply and Sanitation Authority now invites eligible consulting firms to indicate their interest in providing the services which include studying the water resources of Dar es Salaam and its hinterland in relation to present capacity to supply water in bulk to the city and propose immediate measures for safeguarding dry season water availability at intakes or storage tanks within a sound financial feasibility and strategic plans for future expansion to meet demand up to 2052. Also carrying out feasibility study and design of the future water source for Dar es Salaam and parts of Coast region. The study area for the assignment generally includes the whole Rufiji catchment, the greater Dar es Salaam region and the parts of Coast Region falling within the Dar es Salaam region and those within the project area including Kisarawe Township. The duration of the assignment is expected to be six (6) months.
- Interested firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications. The short-listing criteria are (a) core business of the firm and years in business, (b) experience in similar assignments (provide name and contact address of Client served), (c) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications ancf number of permanent staffs. Do not provide CV of staff. Key experts will not be evaluated at the short listing stage), the names and contact address of clients served.
- A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 as amended in 2016 and the Public Procurement Regulations, 2013 – Government Notice No. 446 as amended in 2016 (hereinafter called Procurement Regulations).
- Selection will be conducted through the Quality and cost Based selection (QCBS) procedures specified in the Public Procurement Regulations.
- Interested eligible consultants may obtain further information from the office of the Secretary, DAWASA Tender Board, DAWASA Building, Dunga/Malanga Street, Opposite Mwananyamala Hospital, P.O BOX 1573 Dar es Salaam from 0800 to 1600 hrs, on Mondays to Fridays inclusive except on public holidays.

- Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
