Re- Invitation for Tender
Issue date: 12 December, 2020
1. This Invitation for Tender follows the General Procurement Notice for this Project which appeared in Daily Newspaper Issue no. 976510002 dated 1th July 2020.
2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Marine Services Company Limited (MSCL) during the financial vear 2020/2021. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Designing, Building, Supplying and Commissioning of One New Passenger Vessel for operation on Lake Tanganyika at Marine Services Company Limited (MSCL)
3. MSCL now invites sealed tenders from eligible contractors for Designing, Building, Supplying and Commissioning of One New Passenger Vessel of 600 passengers and 400 tonnage of cargo for operation on Lake Tanganyika.
4. Tendering will be conducted through the International Competitive Tendering (ICT) procedures specified in the Public Procurement Regulations, GN, No. 446 of 2013 and Public Procurement (amended) Regulations, GN. No. 333 of 2016 and is open to all eligible Bidders as detined in the Regulations.
5. Interested eligible Tenderer must provide recent information as follows:
a) Experience in Detailed Design
i Minimum of 10 years of experience in detail design of building new vessels of not less than three projects of similar nature (Passenger Vessels)
b) Construction Experience of the Shipbuilder
i, Minimum Ten (10) years of experience in shipbuilding in the Industry
ii. Evidence of minimum of 3 successful completed projects of building a new passenger Vessels of not less than 600 passengers and 400 tonnage of cargo within 10 years.
c) Financial Capability
i, Minimum average tumover in the last 5 years on shipyard construction experience of USD 30 Millions
ii. Demonstrated ability to finance a minimum of USD 30 million of designing and building work
d) Personnel Experience from the shipbuilders Personnel capabilities of five years and above with experience of similar nature of works of the following key personnel;
a. Marine Engineers- Machinery Installation
b. Electrical Engineers- Electrical Installation
c. Naval Architects – Ship design
d. Electronics Engineers- Electronic equipment
e. Dockyard Engineer/Master- Launching.
f. Chief Welding specialist- Welding and Painting
g. Pipeline Engineer- Piping system,
h. Mechanical Engineer- Auxiliary machineries etc
Interested “firm” must provide information evidencing that they are qualified and experienced to perform the services as narrated above.
For the purpose, Documented evidence (such as Registration evidence to the known engineering organization, description of similar assignment carried out by the company with Names , date of execution, any associate firm — if any and address of client with copy job completion certificates and appropriate technical skill staff with their CV.
6. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 9 below and upon payment of a non-refundable fee of Tanzania Shillings 1,000,000 or equivalent of USD 450. Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to;

7. All Tenders must be accompanied by an original tender security of 10% of the bid price in an acceptable form.
8. The site visit (Option) will be held on 8″ January, 2021 at 0800hrs at Kigoma Port followed by a Pre- tender meeting which shall be held on 9* January, 2027 at 1400hrs at MSCL offices in Kigoma. Contractor will bear their own travel and upkeep costs.
9. All tenders in one original plus two copies, properly tilled in, and enclosed in plain envelopes must be delivered to the Secretary of the Tender Board, Marine Services Company Limited, P. O BOX 2385, Mwanza North Port, TPA Building- 2“ Floor, Email: [email protected] at or before 1400hrs on 25th January, 2021. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Marine Services Company Limited, P.O BOX 2385 Mwanza South Port in the Purchasing and Supplies Manager’s office, at Warehousing Building.
10. Late tenders, portion of tenders, electronic tenders, tenders not received, tenders not opened at the bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances,
11. The Procuring entity is not bound to accept the lowest or any tender.
