Total Energies East Africa Midst earn B. V Company Tanzania on Oil and Gas company. Invites experienced and reputable organizations to express their interest in providing services to the East African Crude Oil pipeline (EACOP) project selected to livelihoods Restoration Programme Management.

The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabala in Hoima District, Uganda to Chongoleani, Tanga region, in Tanzania. The length of the pipeline is 1,443KM of which 1147KM will be in Tanzania traveling (8) eight regions, comprising Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga and 27 administrative district councils and 231 villages

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

The Company requires to land comfort and associated locally site for the construction and operation of the pipeline land acquisition process is being understanding and under the Tanzania legal framework complaint with International Financing Standards. The provision of document agricultural land to project Allocated period (PAPs) and livelihoods restoration ennobling support are provided to project Affected Households

Based on the high lived livelihood restoration programme described in the nine Restoration Action Plan (RAPs) (One per region and one for the priority Areas or 12 camp site and cooing yard. The project is seeking a reputable experienced Tanzania partner organization with ability and capacity to assist in the management and implementation of EACOP’s livelihood Restoration Programme for approximately 400 households affected by the construction camps and costing yards’ sites.

This scope excludes the pipeline comfort and facility site and the marine storage Terminal site Chongoleani Penirsulo.

The scope require execution of severs key components of the live hood restoration programme described in the RAPs:

1.Lnd Preparation and Planting of Replacement Agricultural Land (RA1)

2.Maize Improvement programme (RA2)

3.Cige Distribution (RA3)

4.Poshy Production (RA4)

5.Livestock (RA5)

6.Beekeeping (RA6)

7.Enterprise Development (RA7)

These programme need to be designed and delivered in a way that meets the local content, possible delivery mechanism and to the extent possible household’s choices. It is not anticipated that all programmes will be delivered in all companies.

The scopes require the physical presence of selection partner organization shall in the field as well as direct interaction with local stakeholders and households under the supervision and guidance of Company staff. The management scopes may be dived into regained or searching work packages and Company will allow Tenders to submit a proposal for one or several or all packages.

MINIMUMREQUIREMENTS

Organization expressing their interest are invites to documents their request with

1.Proof of registration as institution whose activities are directly linked with live hoods restoration, improvement or development

2.Proof of registration with the Tanzania Authority and Tax (TRA) Clearance Certificates for the later year available

3.Brief description of experience and capacity to implement live hoods restoration, improvement or development programmes /projects under Tanzanian law to rural communities or implementation of such programme under Tanzania laws international financing standards for large infrastructure project in Tanzania experience and capacity to manage large programmes, subscristracting partners and working in collaboration with local government and private sector markets actors.

4.Proposal key personnel who will work on this project and their relevant knowledge and experience in implementing such programmes

5.Applicationfor registration with the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended.

(Note): The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only pre-qualified companies will receive, subject to Signature of a Non-Disclosure Agreement (NDA), invitation to submit bids in furtherance of the call for tender process. All Expression of interests should be submitted in English Language.
