EXPRESSION OF INTEREST

1. This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in Daily News dated 12th July 2019 and Tanzania Procurement Journal (TPJ) Issue No ISSN: 1821-6021 Vol XII-No.-29 dated July, 16, 2019.
2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Mkulazi Holding Company Limited (MHCL) during the financial year 2019/2020. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for PROVISION OF CONSULTANCY SERVICES FOR CONDUCTING FEASIBILITY STUDY ON HYDROLOGY AND UNDERGROUND WATER POTENTIAL AT MKULAZI I EST ATE FOR SUGAR CANE PRODUCTION AT AN AREA OF 25,000 HACT ARES LOCATED AT NGERENGERE MOROGORO
TANZANIA.
3. Mkulazi Holding Company Limited now invites proposals for Provision of Consultancy Services for Conducting Feasibility Study on hydrology and underground water potential at Mkulazi I estate for sugar cane production at an area of 25,000 hactares located at Ngerengere Morogoro Tanzania.
4. Interested consulting firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of having performed at least three similar assignment(s) and complexity projects, undertaking at least five years working experience and availability of appropriate skills among staff including but not limited
to:-
a) Collection of necessary data including field and desk survey for (underground Surgacane production)
b) Based on underground water study results, consultant should drill few test wells (number to be agreed with client) within the area to confirm the ground water potential available.
c) The plan for test wells should consider possibility of using them for production upon successful results
d) Determination crop water requirement (Sugar cane) for the entire 25,000 ha
e) Check with the proper authority for water use permit required and what can be offered and advise client on the same.
f) Compare irrigation water demand and available water (consider possible water use permit); incase if there is deficit advise the client on other posibility such as construction of water storage reservoirs.
g) If need for water storage reservoir arise consultant should advise the client on the sizes of such reservoirs needed and pinpoint possible areas for construction including source of water to feed them.
h) Final report submitted should be a standard hydrogeological report which should include observations and recommendations on items described above.
5. Interested firm must also submit the proof of being legal entity and being registered with relevant authorities under the country’s established laws.
6. The Consultant firm will be selected in accordance with the procedures set out in the Public Procurement Act of 2011 and the Public Procurement (Selection and Employment of Consultants) Regulations of2013 (As amended 2016).
7. Selection will be conducted through the Quality and Cost Based Selection Procedures specified in the Public Procurement Regulations.
8. Interested eligible consultants may obtain further information from the office of the Secretary, Mkulazi Holding Company Limited Tender Board, Mbigiri Estate, Dakawa- Morogoro, Dodoma Road, PMU Office Room No. 5, P. 0. BOX 1079, or through Mobile Number +255 737 802 257, Morogoro from 09:00 ·am to 4.00 pm on Monday to Friday inclusive except on public holidays.
9. Expression of interest (Eol) must be delivered in hard copy sealed and clearly marked TENDER NO: PA/150/2019/2020/C/Ol-Lot 2 AND ITS RESPECTIVE TENDER DESCRIPTION NOT BE OPENED BEFORE WEDNESDAY 14TH AUGUST 2019 at 14:30 Hours”. All Expression of Interest must be delivered to the address under paragraph 8 above and be registered in the special form No. 8 on or before WEDNESDAY 14 AUGUST 2019 at 14:30 Hours. Expression of Interest will be opened promptly thereafter in
public and in the presence of Firms’ representatives who choose to attend the opening at the Mwalimu Nyerere Multipurpose Board Room, Mkulazi Holding Company Limited, Dodoma Road, Mbigiri Estate, Dakawa-Morogoro.
10. All applications of the EOI shall be addressed as specified under paragraph 8 above and shall be Submitted and delivered specifically to PMU Office, Room No.5, Mkulazi Holding Company Limited, Dodoma Road, MBIGIRI EST ATE, DAKA WA -MOROGORO.
11. Late expression of interest shall not be accepted for evaluation irrespective of the circumstances.
