SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF ELECTRICAL 8MW/33KV SUB-STATION AND HIGHTENSION LINES TO FACTORY AND IRRIGATION SYSTEM FOR MBIGIRI SUGAR FACTORY
Invitation for Tenders
1. This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in Daily Newspaperdated 24TH July 2019 and through Tanzania procurement Journal Issue no. 29 dated Tuesday July, 16th 2019.
2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Mkulazi Holding Company Limited (MHCL) during the financial year 2019/2020. It is intended that part of the proceeds ofthe fund will be used to cover eligible payment under the contract for the construction, supply, installation, testing and commission of electrical sub-station and high tension lines to factory and irrigation systematMbigiri Estate, Dakawa-Morogoro region.
3. The Mkulazi Holding Company Limited now invites sealed Tenders from eligible Electrical Contractors registered or capable of being registered in only Class ONE(1) electrical contractor for carrying out the supply, installation, testing and commission of electrical sub-station and high tension lines to factory and irrigation system for Mbigiri sugar factory at Dakawa-Morogoro.The tender is exclusive for national contractors only.
4. Tendering will be conducted through the National Competitive Bidding specified in the Procurement Regulations, 2013 Government Notice No.446 as amended in 2016 and is open to allTenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet (TDS).
5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary,MHCL Tender Board,Mbigiri Estate, Dodoma Road, Dakawa-Morogoro, P.0.BOX 1079, (Mob: +255 737 802 257), MOROGORO 09:00am to 17:00 hours on TUESDAYS to TUESDAYS inclusive except on public holidays.
6. A complete set ofTenderingDocument(s) in English and additional sets may be purchased by interested Tenderers on the submission ofa written application to the address given under paragraph 5 above and upon payment ofa non-refundable fee ofTanzania Shillings One Hundred Thousand (TZS 100,000.00) only. Payment should either be by Cash, or Banker’s Cheque, payable to MKULAZI HOLDING CO. LTD, ACCOUNT NO. 001000213438TSH, AZANIA BANK LTD, MASDO BRANCH-DAR ES-SALAAM payable to CHIEF EXECUTIVE OFFICER, MKULAZI HOLDING COMPANY LIMITED, RO.BOX 1079-MOROGORO.
7. All Tenders must be accompanied by a Tender security of 2% of the contract price in form of unconditional Bank Guarantee.
8. There will be a site visit and Pre-Bid meeting to be held on TUESDAY17TH Se tember 2019 startinfrom 10:00am at Mbigiri sugar estate, Dakawa-Morogoro, Tanzania. All prospective tenderers are encouraged to attend the site visit and pre-bid meeting.
9. All Tenders in one original plus Three copies, properly filled in, and enclosed in plain envelopes must be delivered to the address THE SECRETARY, MKULAZI HOLDING COMPANY LIMITED TENDER BOARD,MKULAZI HOLDING COMPANY LIMITED, MBIGIRI ESTATE, DODOMA ROAD, MWALIMU NYERERE MULTI PURPOSE BUILDING, PMU OFFICE, ROOM N0. 5, DAKAWA-MOROGORO, P.O.BOX 1079, MOROGORO at or before TUESDAY 24TH SEPTEMBER 2019 AT 14:30 HOURS.Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the MKULAZI HOLDING COMPANY LIMITED MWALIMU NYERERE MULTI PURPOSE BUILDING, BOARD ROOM.
10. Late Tenders,portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened at the Tenderopening ceremony shall not be accepted for evaluation irrespective of the circumstances.
