FOR

SUPPLY INSTALLATION TESTING AND COMMISSIONING OF GAS METERS FOR UBUNGO I&II, KINYEREZI I&II, TEGETA AND SOMANGA GAS POWER PLANT

Invitation for Tenders

Date: May, 2019

1.The Tanzania Electric Supply Company Limited (TANESCO) has set aside funds for its operations during financial year 2018-19 and it intends to apply part of the proceeds of this funds to cover eligible payments under the contract for which this invitation is issued.

2. TANESCO now invites sealed tenders from eligible Supplier for Supply, Installation Testing and Commissioning of Gas Meters for Ubungo I&II, Kinyerezi I&II, Tegeta, and Somanga Gas Power Plant under the following lots:-

3. Tenderers are free to quote for all lots listed above but the contract(s) will be awarded to successful tenderers whose tender will be found to be the lowest evaluated for individual lot.

4. Tendering will be conducted through the International Competitive Tendering Method as specified in the Procurement Regulations, 2013 – Government Notice No.446 read together with Public Procurement (Amendment) Regulation, Government Notice No. 333 of 2016 and is open to all Bidders as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board, TANESCO Office, Ground Floor, Room Number G. 04, Umeme Park Building, Ubungo Area – Morogoro Road, P.O Box 9024 Dar Es Salaam, Telephone No. +255 222 210 267 from 09:00hrs to 16:00hrs on Mondays to Fridays inclusive except on public holidays.

6. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 5 above and upon payment of a non-refundable fee of TZS 100,000.00 depending on the size of the document. Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to TANESCO LTD.

8. All Tenderers who participated in the previous tender process shall obtain Bidding Document FREE OF CHARGE upon confirmation of purchasing the previous document by providing a receipt.

9. All Tenders must be accompanied by a Tender Security in a form of Bank guarantee from reputable Bank or Insurance Bond from reputable insurer. Amount of Tanzania Shillings One Million (Tzs.1,000,000.00) or freely convertible currencies in case of foreign Tenderers.

10. All tenders in one original plus three (3) copies, properly filled in, and enclosed in plain sealed envelopes must be delivered to the address Secretary Tender Board, TANESCO Office, Ground Floor, room number G. 04, Umeme Park Building, Ubungo Area – Morogoro Road, P.O Box 9024 Dar Es Salaam, Telephone No. +255 222 210 267 at or before Thursday 20th June, 2019 on 10: 00 local Hrs Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Secretary Tender Board office, Located at Ground Floor TANESCO Office, Umeme Park Building – Ubungo Area, Morogoro Road, Dar Es Salaam.

11. Pre-bid meeting for the same shall be conducted on Thursday 30th May, 2019 at Kinyerezi I Gas Power Plant from 08:00 local Hrs and the cost of visiting the site shall be at the tenderers own expense. Nonattendance to the site visit shall be reason for disqualification.

12. Late Tenders, portion of Tenders, electronic Tenders, Tenders not received and Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
