TENDER INVITATION

FOR

TRAINING MARKUP STAKEHOLDERS ON DEVELOPMENT AND HARMONIZATION OF FOOD STANDARDS IN THE EAST AFRICAN COMMUNITY

The East African Community (EAC) in partnership with the European Union, through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is implementing an initiative to improve harmonization of East African (EA) Standards of commodities in the value chains of coffee, tea, cocoa, spices, oilseeds and horticultural produce that have demonstrable potential for export to the European Union.

The initiative is part of the wider EU-EAC Market Access Upgrade Programme (MARKUP). Harmonization of standards at the EAC is guided by the “Principles and procedures for the development of East African Standards” formulated in accordance with the WTO Agreement on Technical Barriers to Trade (WTO TBT Agreement).

The principles and procedures establish an institutional framework for standards development and harmonization. Nonetheless, a recent assessment revealed capacity gaps and ineffective participation of key public and private sector institutions.

GIZ wishes to partner with a training institution in the EA region to build capacity of current and future East African Standards Technical Committee members and other key stakeholders to effectively steer the process of standards harmonisation in the EAC and to foster compliance among the private sector actors in the MARKUP value chains. Specifically, the institution will do the following:
a) Develop a training manual
b) Train at least three members of the East African Standards Technical Committee, per country
c) Support training sessions at national level.

The training institutions are expected to provide the requested services from 9th March- 15th December 2020.

GIZ invites training institutions with relevant proven record and expertise in conducting similar initiatives to submit their applications.
