Background:

The Los Angeles-based AIDS Healthcare Foundation (AF) is a global nonprofit organization
providing cutting-edge medicine and advocacy to over 1,750,000 people in 45 countries.

AHF funds its mission to rid the world of AIDS through a network of pharmacies, thrift stores,
healthcare contracts and other strategic partnerships. Generating new, innovative ways of
treatment, prevention and advocacy has been the hallmark of our success.

Since 1987, AHF has cared for thousands of people living with HIV and AIDS worldwide. As we
create and implement new programs in communities across the U.S. and abroad, we expand
delivery of healthcare and influence over policy with the aim of saving more lives.

In line with its mission of providing “Cutting edge Medicine and Advocacy regardless of ability to
pay” AHF established its global programs in 2001 with the opening of first clinic in Umlazi,
Durban South Africa and Masaka, Uganda in 2002. In addition to Uganda and South Africa, AHF
has over the past two decades expanded its programs to eleven other countries in Africa including
Eswatini (2005), Zambia 2005), Rwanda 2006) Kenya( 2008), Ethiopia( 2008), Nigeria( 2011),
Sierra Leone 2012) Lesotho(2013), and Zimbabwe( 2017), Mozambique 2017), and Malawi(
2018); bringing a total of 13 countries of operation in Africa with over 450 collaborating health
facilities and over 900,000 patients receiving HIV treatment through collaborations with National
Governments and other strategic partners. In these countries, AHF also supports HIV prevention
efforts amongst Adolescent, Young Women and Girls through initiatives such as the Girls Act
program, TB service delivery as well as implementation of SRH service delivery

Under its global operational structures managed as Bureaus, AHF not only established programs in
Africa, but across the Globe to include programs in Asia, Europe, Latin America and the
Caribbean. The Asia bureau consists of programs in 8 countries including Cambodia, India, Nepal,
Thailand, Indonesia, China, Myanmar, and Vietnam. Europe Bureau comprises of 7 countries
including

Netherlands, Estonia, Ukraine, Lithuania, Russia, Greece, and Portugal. Latin America and
Caribbean Bureau has programs in 10 countries including Mexico, Guatemala, Brazil, Argentina
and Peru, Haiti, Argentina, Paraguay, Dominican Republic, and Jamaica as the countries of
operation.

AHF brings services and resources to these countries by partnering and collaborating with National
Governments, other development partners and civil society.

Objective:

To support the establishment of AHF Tanzania program as one of the countries of operation of
AHF Global programs under the Africa Bureau.

Scope of Work:

  • Conduct needs assessment to gather all pertinent information to facilitate AHF’s intended expansion in Tanzania with recommendations for possible regions/ health facilities that AHF can consider in short term (1-2 yrs.), medium term (2-3yr), and long term( 3 – 5 yrs.).
  • Conduct health facility assessments to determine the most suitable location for implementation of HIV/AIDS prevention, care and treatment services; Sexual and reproductive Health and STI management and TB service delivery in one, or several regions where there is heightened need (per needs assessment) and security is at an acceptable level.
  • Support the process of registration for AHF branch in Tanzania in collaboration with the designated legal representative.
  • Take the lead in the development of a new program concept proposal in collaboration with the Africa Bureau team, detailing the envisaged operations of the AHF Tanzania program.
  • In consultation with the Africa Bureau team, appraise and negotiate potential partnerships, agree to roles and responsibilities for AHF and potential partners including the Ministry of Health and other NGO and Community level partners.
  • Support the development of and secure a Memorandum of Understanding (MOU) with National and local level Ministries of Health and other strategic NGO partners.
  • In collaboration with Africa Bureau team, develop a workplan and budget for the AHF Tanzania program. in Represent AF in meetings and discussions with the government, and other stakeholders as may be required.
  • Provide information on relevant vendors for medical consumables, medical equipment, pharmaceuticals, insurance service, furniture, and office equipment etc. that would support the start up of the program.
  • Communicate and collaborate effectively with national and state/district government entities ensuring productive partnerships.
  • Maintain regular communications with AHF Bureau and Global teams and adhere to all reporting deadlines.
  • Adhere to active participation in regular online and in-person meetings to report on progress of program (once every two weeks or as otherwise requested).
  • Submit a monthly (or as otherwise requested) written report detailing all achievements, challenges, constraints, action items and general status updates of the program.
  • Other activities as requested or needed. or

Expected Deliverables/ Outputs:

  • A needs assessment report (following a desk review) of the HIV AIDS and TB situation in Tanzania detailing opportunities for establishing AHF programs. Recommendations should include possible regions/ health facilities that AHF can consider in short term (1-2 yrs.), medium term(2-3yr), and long term( 3 – 5 yrs.).
  • A concept proposal detailing AHF’s intended program implementation in Tanzania which will be submitted to AHF at an agreed to set date and later presented to the MOH.
  • Memorandum of Understanding (MOUs) with key partners including MoH, other key/ line government agencies and NGO partners.
  • A program needs and health facility assessment report.
  • A profile and recommendations of key vendors to provide goods, supplies and services that will support the start-up of operations in Tanzania.
  • A signed MoU with MoH and NGO partners with whom AHF Tanzania will collaborate.
  • Regular communications with the Africa Bureau Team including attendance to meetings to strategize and report on progress (once every two weeks or as otherwise requested).
  • A monthly (or as otherwise requested) written report by the 2nd of each month detailing all achievements, challenges, constraints, action items and general status updates of the program.

Methodology:

The consultant is expected to utilize and mix of desk reviews from qualified and most recent
reports or research, health facility assessments, meeting minutes and interviews to complete each
assignment and achieve the expected deliverables.
Duration of Work: 9 months
Duty Station: Dar-es – Salaam

Required Expertise and qualifications:

Medical Degree or Degree in Public Health and a minimum of 7 years of experience; or MPH, MA
or MS degree and minimum of 5 years of relevant experience; experience in operations of the NGO
sector and collaborative partnerships with government is required.
